Mission and objectives
As the United Nations lead agency on international development, UNDP works in 170 countries and territories to eradicate poverty and reduce inequality. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities, and to build resilience to achieve the Sustainable Development Goals. Our work is concentrated in three focus areas; sustainable development, democratic governance and peace building, and climate and disaster resilience. Context
In the UN General Assembly and all its 193-member countries, in September 2015, adopted a global development vision entitled Transforming Our World: The 2030 Agenda for Sustainable Development. This 2030 Agenda was designed as a plan of action for people, the planet, and prosperity. It lays out 17 new Sustainable Development Goals (SDGs) and 169 targets to stimulate global action over the next 15 years on issues critical to humanity and the planet. India committed to these SDGs at the September 2015 UN Summit, and the SDGs officially came into force on 1st January 2016. The Government of India has actively engaged in mainstreaming the SDGs in its work since early 2016. NITI Aayog, the National Institution for Transforming India, has been entrusted with the responsibility of coordinating the efforts on SDGs with ministries and states, indicative of a “whole of government” approach. NITI Aayog has prepared an Action Agenda (3 Years) and is preparing a medium-term perspective plan (7 years) and long-term (15 years) goals for the country through a 15-year vision document for a period up to 2030, which will be co-terminus with Sustainable Development Goals. NITI Aayog has also developed the Output Outcome Monitoring Framework – OOMF. The Ministry of Statistics and Programme Implementation (MoSPI) has prepared the draft National Indicator Framework (NIF) consisting of 306 indicators. Since 2018, NITI Aayog has been releasing the SDG India Index Reports every year. This report, in all three editions, has placed Nagaland in the category of “Performer”, with incremental progress in its SDG scores in the past three years.
The UNDP India Country Programme Document CPD (2023-2027) signed with the Government of India (GoI) aims at transformative change and development impact at scale. In line with this, UNDP has initiated active support to many state governments in mainstreaming SDGs within their schemes and programmes as a part of a UN system-wide to SDG rollout for visioning and planning in India. UNDP has done some pioneering work on localizing SDGs in States like Uttarakhand, Haryana, Assam, Madhya Pradesh, and Northeast. The agency's focus is to support the States in Localisation& Integration and provide technical capacity in the SDG implementation framework. In view of India’s commitment to the 2030 Agenda, the Economic and Statistical Organisation (ESO), Department of Planning has come up with a vision document focusing on sectoral growth aligned with SDGs and is in the process of developing a State Indicator Framework also. State-level consultations are underway to align the global goals with the planning process of the State.
To implement the ambitious targets set for itself in SDG VISION 2030, the Government of Nagaland has already started the process of integrating the SDGs into the planning and development process of the state. It has partnered with UNDP to establish SDG Coordination Centre (SDGCC) under the Department of Planning & Transformation. UNDP is putting together a team of experts to be a part of the SDGCC and work closely with relevant government departments, technical agencies, UN agencies, civil society organizations and academic institutions to provide the requisite impetus to the state government’s initiative in rolling out the SDGs. The team is expected to catalyze the actions around achieving the Global Goals by 2030 by performing the role of a think tank and solutions provider to the State.

Task description
The services of a Monitoring & Evaluation Lead is required to monitor and analyse the performance of the implementation of the SDGs in the state and come out with a report with recommendations for improving the performance of the State to enable full saturation of these schemes. The incumbent is also expected to provide technical inputs and contribute to UNDP’s advocacy and partnership efforts to engage with the institutions, civil societies, philanthropies, and private sector at the state level.
Under the supervision of the Regional Head of UNDP Northeast, the incumbent will –
• Plug the data gaps and provide support in ensuring informed decision-making using big data analytics.
• Help in developing an IT-based dashboard and framework for monitoring and data management system for collecting, validating, and analysing data on the progress of SDGCC along with the Monitoring Cell of the Planning and Transformation Department
• Develop results monitoring frameworks, including establishing baselines and targets set by the concerned ministries.
• Provide necessary support for exploring possibilities of convergence of SDGs based on data analysis.
• Develop the capacity of line departments for more responsive and accountable governance.
• Responsible for coordinating with the various departments/ stakeholders to help them collect data and use the same to monitor progress of SDGCC effectively.
• Identify qualitative and quantitative data sources and set up mechanisms for timely and quality data reporting and capturing lessons learnt.
• Deliver capacity building at the State and District level for collecting quality data for management and accountability of SDG.
• Prepare a report with recommendations for improving the performance of the State to enable full saturation of the SDGs.
• Strengthen government partnerships by providing high-quality and strategic communications support.
• Strengthening the engagement of partnerships with institutions, civil societies, philanthropies, and private sectors.
• Promote and maintain public information campaigns on SDGCC Nagaland priorities and results.
• Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities.
• Use creative mediums like Websites, Mobile Apps, SDG-specific Information campaigns, films, Digital Media campaigns, and folk media in English and local languages to create a digital presence.
• Performing other duties within the programme’s purview and any related activities as assigned by the Planning Department, Government of Nagaland and Regional Head, North-East UNDP.
• Coordinate efforts with the other Programme Leads in SDGCC Nagaland and UNDP Country Office for building linkages with the programme areas and the SDGs.
