Tetra Tech International Development (International Development Jobs - Tetra Tech) is currently accepting expressions of interest from qualified candidates for an Associate for Democracy, Rights, and Governance (DRG).
Position Description: This is a mid-career position for technical experts and professionals on international development themes related to democracy, rights and governance. The DRG Sector at Tetra Tech develops innovative solutions to the most complex challenges of our time, including fighting corruption, protecting human rights, promoting citizen engagement, and improving government accountability and inclusivity. The Democracy, Rights and Governance Sector implements global and country-specific projects in Asia, Latin America, Africa, the Middle East and Eastern Europe.
The Associate is a member of the Democracy, Rights and Governance technical and operations staff, working to develop current and new business efforts for the sector and collaborating with other Tetra Tech sectors. In this capacity, the Associate will be assigned duties by the Sector Director, or designee, in the areas of project management, business development, and providing technical assistance. Associates are assigned to proposal and project teams in various roles such as Proposal Manager, Lead Technical Writer, Project Manager, and Deputy Project Manager, among others. The position can be fully remote from a continental US-based location or hybrid within a commutable distance to either one of our office locations in Winooski, VT or Arlington, VA. Please note that hiring is contingent upon future funding decisions.
Responsibilities:
* Support development and/or develops all aspects of proposals, conduct positioning and marketing, direct and lead client interaction, and maintain networks in the industry.
* Assist with the identification of prospective clients and develop strategies to reach these prospects.
* Contribute to proposal strategy, technical approach, and writing sections of proposals; assume Proposal Manager and/or Lead Technical Writer roles as assigned.
* Lead the development of technical proposal and project deliverables; develop technical, planning, and cost documents; compile and share lessons learned for proposal development.
* Manage and oversee all aspects of a project, from start-up through close-out, assuming the role of Project Manager or Deputy Project Manager as assigned.
* Work with project team to create and manage project budget and build capacity of field office staff.
* Monitor project timeline and contract requirements to ensure that all contract deliverables are met on schedule within contract ceiling; ensure contract compliance in accordance with client and Tetra Tech requirements.
* Establish external recognition and thought leadership through position papers or marketing collateral material supporting sector capabilities, articles, blog posts, attending conferences, etc.
* Conduct career planning and mentoring for less-experienced staff in new business development, project management, and/or technical excellence.
Minimum Qualifications Required:
* Minimum master's degree in international development or another related field.
* Minimum 7 years of working experience in international development or project management.
* At least 5 years of experience working at a professional services firm or equivalent organization focusing on project management and new business.
* Technical proficiency in Economic Governance such as Public Financial Management, Business Enabling Environment, or Regulatory Framework Development.
* Preference for overseas development experience or demonstrated understanding of contract management, technical disciplines, and client needs across home office and field project teams.
* Ability to work in multi-disciplinary, cross-cultural team situations with excellent written, oral, and presentation skills.
* Effectively demonstrated ability to work within a home office environment and with clients, with a record of positive collaboration.
* Proficient at being a team leader or team member.
* Ability to understand scope and schedule aspects of the consulting business, and demonstrated strengths in managing scope, schedule, and budget.
* Demonstrated knowledge of USAID and other Tetra Tech clients, and proficient at marketing professional services to a client and/or proposal writing.
* Conversant in USAID strategies and cross-cutting principles, including but not limited to digital development, gender and social inclusion, local capacity strengthening, localization, positive youth development, and private sector engagement preferred;
* Proficiency in leading and/or writing proposals with a winning track record.
* Demonstrated commitment to client satisfaction, through technical excellence and quality of work products.
* Fluency in English required; proficiency in French or Arabic preferred.
* Availability to travel 30-40% (safety and conditions permitting).
* Current U.S. work authorization is required at the time of application.

We are committed to taking a thoughtful, compliant and equitable approach to employment compensation and rate setting. The anticipated pay range for this position is $90,000 to $126,000 annually.
