Contribute to the improvement of WASH in Facilities and Water System in Action Against Hunger’s BARMM Areas.
Key activities in your role will include
Objective 1: Programming
- Co-lead in the conduct of water supply, sanitation (WASH) infrastructures technical engineering assessments at field level, including analyzing, presenting, and reporting the results and recommendations to the Head of Project and WASH Coordinator
- Participate in joint sector assessments, surveys, and evaluations to focus on water supply, sanitation (WASH), and its contribution and impact on the other sectors.
- Support the local CSO to lead the feasibilities, design, and preparation, and analysis of Bill of Quantity (BOQs) development for water supply, sanitation (WASH) infrastructures related intervention.
- Facilitate and plan construction-related activities in the assigned sites making sure that beneficiaries and vulnerable groups such as women, girls, elderly, and people with special needs are consulted and involved in the process of the construction phases such as protection concerns during nighttime use sanitation facilities, provision access aids for elderly and among others.
- Implement and monitor day-to-day activities according to BOQs and drawings/schematic diagrams in collaboration with skilled and unskilled labor.
- Conduct regular water quality testing and monitoring of water facilities prior to and after the repair/construction works and at the household level and provide feedback to the community and LGU.
- Apply and ensure Build Back Safer and Do No Harm principles in the designing planning and implementing construction activities.
- Guarantee that activities don’t contribute or impact the environment and the community such as construction waste, contamination of sanitation facilities to surface water and water points and among others.
- Monitor and secure functionality of WASH facilities, if needed, replace parts or repair WASH, to ensure continuous use.
- Ensure a good respect for working conditions while in the field, especially the respect to Action Against Hunger’s Code of Conduct and standard operating procedures for the area of operation and safety rules on the construction site.
- Issue and sign the work done certificates as per Action Against Hunger design.
- Conduct Capacity building for WASH Committee/BAWASA for the sustainability of built WASH facilities.
- Represent Action Against Hunger with different community stakeholders at field level.
- Maintain good communication with beneficiaries and partner organizations in the field.
Objective 2: Reporting, Monitoring, Accountability
- Monitor and report the implementation of water supply, sanitation (WASH) infrastructures using the monitoring tools issued by Capital Tech Coordinator (WASH).
- Archiving of project technical documents systematically to facilitate organizational level learning, memory, and reporting.
- Consolidate technical reports.
- Prepare regular reports on the detailed progress of construction for the assigned sites.
- Ensure the quality and quantity of material in the field as per BOQs and according to waybills.
- Ensure safety procedures and rules are respected in the field by all workers.
- Support the conduct of 3rd party monitoring of WASH facilities before turn-over to the community/LGU. Provide needed documents such as BoQs and Design to the monitors. Finding on the technical results of the monitoring should be readily addressed.
- Collection and achieving of SoVs’ based on the activities, indicators, and agreed format/tools and submit to Head of Project
- Ensure proper Turn-over of WASH infrastructures to LGUS and/or community-based committees such as BAWASA, WASH committee.
- Ensure completeness and quality of construction work based on the work plan and schedules.
- Ensure as-built designs are available and documented and shared with relevant partners/LGUs.
Objective 3: Finance and Admin responsibilities
- Prepare the daily workers payment sheet and payment documents for workers/contractors as needed.
- Work with the Support to line manager for timely submitting daily payments sheets.
- Organize day-to-day logistics, administration, and personnel activities.
- Manage all related program equipment and materials in close consultation with the logistics/procurement officer. Maintain and ensure proper project asset register.
Objective 4: Representation and Coordination
- Participate in meetings with the relevant stakeholders as needed and requested by line manager.
- Develop and maintain relationships with key stakeholders at a technical level, including donors, government authorities, international and local organisations, partners, beneficiaries, and other external actors under the supervision of the WASH Coordinator.
- Provide data and information/inputs for any communication related activities to the line manager and communication department.
- Participate at technical level in negotiations with external actors in coordination with the WASH Coordinator
- Support the mission in identifying possible partners in the Philippines to be engaged in projects/programs.
- Ensure project(s) related information are shared with other external stakeholders in coordination and consultation with base MEAL Officer
Do you meet the profile required criteria?
- University/college graduate of civil/ sanitary engineering, or other relevant degrees, and technical qualification
- Licensed Civil/ Sanitary Engineering
- Technical engineering knowledge of civil, structural, and/or water supply, sanitation (WASH).
- Familiarity with the water supply, sanitation e.g. Sphere, Philippine Laws and LGU ordinances
- Familiar with water systems, chlorination, water testing and plumbing, and carpentry workloads
- Significant proven work experience in engineering (designing, preparation of BOQ and/or supervising) for water supply, sanitation and hygiene infrastructures projects.
- Experience in implementing water supply, sanitation, water supply, sanitation and hygiene infrastructures projects through cash/voucher modality is an asset, including supervising contractors.
- Familiarity with the local culture, ability to develop respect from a wide range of people, and strong ability to communicate effectively in line with WASH.
- At least 3 years’ experience in humanitarian organization, especially in the WASH.
- IT systems:
- With good working knowledge on how to use Microsoft Office package e.g. Word, Excel, Powerpoint, Outlook, and TEAMS.
- Proficiency in the use of AutoCAD and SketchUp.
- Excellent English, Filipino, Bisaya and Maguindanaon language.
- Valuable prior experience in issues related to the promotion of gender equality and child rights or personal commitment to gender equality and child rights.
