What we are looking for
Finance management experience within a humanitarian/recovery context. Experience in budgeting and reporting and knowledge of donor regulations is also required for this position. Mush have good interpersonal and communication skills.
What you will do
The Finance Adviser (Budgeting and Reporting) is responsible responsible of performing budgeting and reporting tasks in adherence to financial policies and procedures, support the process of donor reporting, and financial analysis of different grants.
In this position you will:
- Implement NRC’s financial systems, routines and procedures in Country and Area Offices.
- Provide guidance on compliance with NRC (global and national) financial policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement these.
- Ensure strong grants monitoring and reporting systems are in place to ensure timely reporting (internally and externally to donors) and proper utilisation of funds.
- Support in the development of the Master budget, reviewing and analysing budgets/ financial analysis as well as support Area Office Budget Holders and Finance teams to identify the potential need for budget realignments or NCEs (Non-Cost Extension)
- Prepare donor financial reports and proposals in line with donor requirements (template and deadline) and support on donor queries.
- Ensure timely submission of financial reports by the implementing partners and provide capacity building to partner finance team on reporting as requested.
- Support the training, capacity building and mentoring of finance and non-finance teams in all offices, including line managers with budget responsibilities
- Support on addressing that issues related to finance adhere to the “Do no harm” approach.

What you will bring
- Minimum 5 years of relevant financial management experience in a humanitarian/recovery context.
- Experience of budgeting, monitoring and reporting and knowledge of donor regulations.
- Proven experience with large donors such as KFW, UNHCR, PRM, ECHO.
- Proven experience of using budgeting and reporting tools.
- Solid knowledge of computer software and modern accounting systems.
- Financial modelling knowledge.
- Demonstrated ability to work under pressure and tight deadlines.
- Experience in capacity building non-financial staff.
- Knowledge of the context.
- Fluency in English, both written and verbal. Fluency in Arabic, written and verbal is an added advantage.
What we offer:
- Duty station: Jerusalem. Due access challenges duty station might temporarily from Amman.
- Contract: 12 months (Renewal is subject to performance and funds availability)
- Travel: Minimum of 25% of the time to NRC operational areas
- Salary/benefits: grade 8 on NRC’s salary scale, with accompanying terms and conditions
