Program Brief
Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure, and wishing to advance on a path of development.
The IRC has been present in Bangladesh since 2017, obtained registration with the NGOAB in March 2018, and expanded integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy primarily targeted Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. Since 2019, IRC Bangladesh’s strategic vision expanded, towards the protection, empowerment and holistically addressing the needs of the most vulnerable women, children and youth through technical expertise and partnerships in the areas of integrated protection, health, education, and economic wellbeing before, during, and after displacement caused by conflict and climate-induced disaster, including the climate affected coastal belt of Southern Bangladesh. IRC Bangladesh will continue to grow over time, it’s geographic coverage within Cox’s Bazar, Southern Bangladesh, and other parts of the country, thus expand networks and partnerships around emergency preparedness and response.
Purpose of the Role
The position will be responsible for the overall technical coordination of programming on the cross-sectional aspects of integration, protection mainstreaming, improving meaningful inclusion of diverse groups in programming, and knowledge management, across the consortium organizations' interventions. This position will report to the Consortium Coordinator.
Highlights of Key Responsibilities
Gender equality diversity and inclusion (GEDI) in programming
- Collect and review the detailed implementation plans of the consortium health, protection, and nutrition sectors, and their SBCC activities, and identify practical entry points for GEDI and other cross-cutting themes; to establish the gaps and needs.
- Develop the strategies and implementation plan for GEDI and other cross-cutting themes across the consortium sectors with the support of the IRC Bangladesh and IRC Regional technical advisors on GEDI and safeguarding in programming.
- Work with the consortium sector leads across organizations to align the GEDI and other cross-cutting themes strategy and implementation plans with the technical training plans, to orient teams on practical ways to make the consortium interventions more inclusive.
- Ensure that the GEDI and other cross-cutting themes strategy implementation plan has SMART indicators, and lead on the tracking of consortium interventions performance on the indicators and discuss the updates during consortium workshops/meetings/trainings etc.
- Accomplish any other assignments provided by the Consortium Coordinator.
- Support consortium partners and components leads to deliver more gender responsive, inclusive, programming by updating the GEDI and intersectional analysis of program activities at appropriate intervals, and adapting programming accordingly.
- Support consortium partners and component leads in the design, review, and implementation of key GEDI tools including the GEDI Marker to help guide more gender responsive, inclusive programming
- Support efforts to strengthen capacity of consortium partners to deliver gender responsive, inclusive, and safe programs.
Program Integration
- Work with consortium technical leads to develop and implement a framework for the integration of program interventions at the project-client level, with SMART trackable indicators, towards the collective consortium goal and objectives.
- Work closely with the different consortium partners and technical leads towards the successful implementation of the integration framework and improve impact, without creating additional parallel work streams for the teams.
- Proactively train and coach the consortium staff for implementation of the program integration framework, strengthening the consortium collective program impact at the project-client level.
- Monitor the consortium program performance against the integration framework indicators, identify the trends, gaps, and challenges or bottlenecks, and discuss and generate solutions together with the consortium team leads.
- Engage with external partners, including the local government, NGOs, and the target communities, to ensure that the program is well-integrated within the broader humanitarian or development landscape, and implemented in accordance with local needs and emerging trends.
- Represent the consortium in meetings with donors, government officials, sectors and other key partners, as assigned by the Consortium Coordinator
- Conduct other relevant activities assigned by the Consortium Coordinator.
Protection Mainstreaming
- Lead on protection mainstreaming as a core component within the consortium operations and programming at the project-client level.
- Ensure that there are Protection Mainstreaming Focal Points covering all the consortium partners’ interventions.
- Work with the IRC Bangladesh Protection and Rule of Law (PROL) Coordinator to conduct safety audits and general protection gaps analysis at the consortium intervention service points in the field, as well as the alignment of the service delivery to the special needs clients..
- Develop and implement the Protection Mainstreaming Action Plan (PMAP), against the identified general protection gaps, with SMART trackable indicators to measure improvements realized over time. .
- Work with the protection mainstreaming focal points across the consortium organizations to collate information to track achievements and comparing with the indicators and PMAP.
- Share the protection mainstreaming updates at the project implementation committee (PIC) meetings for discussion of observations and recommendations to enhance the protection environment for project-clients.
Knowledge management
- Take initiative on promoting programmatic cross-learning and sharing across all consortium partners and provide technical support where necessary, with a focus on sector integration and the mainstreaming of GEDI and other cross-cutting themes in the interventions.
- Document the progress and learning on program integration and the strides made towards the collective impact of the consortium, protection mainstreaming and GEDI, including success stories from the project-clients.
- Ensure that the consortium reports adequately capture the GEDI and other cross-cutting themes updates, achievements, and the mainstreaming across the programs.
- Work with the Consortium Coordinator, technical leads, and IRC Bangladesh Advocacy lead to generate and disseminate key successes of the consortium, using diverse platforms.
Communication and coordination
- Work closely with the GEDI Coordinator and PROL Coordinator of IRC to ensure GEDI and Protection Mainstreaming activities in the program.
- Liaise with the consortium technical leads on the developments in the respective technical sector coordination platforms in the Rohingya response; and keep abreast of relevant developments and emerging trends in the needs, vulnerable groups, and inclusion.
Minimum Qualifications:
Competencies: Knowledge, Skills & Abilities
- Minimum 6 years of working experience including 2/3 years in managerial position including professional experience in gender equality and inclusion programming and/or Protection.
- Experience in coordinating with various partners.
- Previous experience working under consortium program is preferred.
- Experience working in multi-sectoral programs with preferably health, nutrition and protection.
- Experience working in a consortium structure at managerial level preferably in Cox's Bazar
- Demonstrated understanding of gender-responsive program cycle management, clients’ responsiveness
- Familiarity with national and international frameworks and mechanisms on DEI (Diversity, Equality & Inclusion)
- Strong verbal communication in English Skill
- Good organizational skills, team spirit, and capacity to work with little supervision.
- Ability to meet deadlines and flexibility in working under pressure.
- Computer proficiency, particularly with Microsoft Excel, Microsoft Word, and PowerPoint.
- High computer literacy with a full knowledge of office applications.
- Excellent English drafting and editing skills.

Educational Qualification
- Minimum master’s degree in social work, social sciences, gender studies, or other relevant fields
