Job Overview
The Program Officer, Community Development, will further IRC efforts in the Resettlement, Asylum, and Integration (RAI) unit to build and harness key community resources and referrals and to foster the engagement initiatives of IRC US offices to assist clients better as they integrate into their new communities as well as support the communities that welcome them.
There is a critical need to cultivate and maintain community connections as IRC continues to serve the ongoing needs of arrivals in the US. The Program Officer will play a key function in supporting IRC program offices and partners to identify a broader set of community resources and referrals, develop resources to engage partnerships across the community, and strategically build robust systems that ensure ongoing community support across resettlement programs.
Major Responsibilities

Strategically Implement and Support Ongoing Community Asset Mapping: Collaborate with IRC offices to
- Conduct ongoing community and partner resource research and compilation by identifying program needs, potential community partners, and resource referrals to engage with for enhanced client support.
- Create a mapping or other visual platform for offices and clients to analyze and utilize compiled resources
- Design and build systems for verifying, sharing, and updating community maps across programs within offices and in collaboration with virtual teams
- Develop Outreach Materials: Design and produce resources such as informational sessions, one-pagers, email templates, outreach trackers, and event/presentation materials to support and amplify community outreach efforts.
- Conduct regular trainings and provide technical assistance to new and existing program staff on mapping methods and outreach best practices.
- Promote Community Engagement Initiatives: Create and manage compelling communication materials, including blogs, newsletters, and social media content, to promote IRC’s community engagement initiatives and raise awareness among IRC affiliates and headquarters.
- Identify Funding Opportunities: Support local and HQ teams in identifying new funding opportunities related to community engagement.
Job Qualifications:
Work Experience:
- Minimum three years’ work experience.
- Experience in community engagement, government relations, partnership development, donor relations, and/or external affairs ideal.
Demonstrated Skills and Competencies:
- Knowledge of some of the primary needs, barriers, and opportunities of refugee communities in the US.
- Ability to work across diverse communities and interests.
- Experience building and maintaining relationships and cultivating partnerships.
- Ability to develop practical strategies and willingness to provide hands-on support.
- High level Microsoft Office skills. Basic visual design skills (PowerPoint, Canva, etc.).
- Experience with Google Maps or other mapping platforms a plus.
- Excellent oral and written communication skills.
- Experience working with refugees, immigrants, or migrants.
- Highly organized self-starter with demonstrated problem-solving, project management and follow-through ability, and proven success in managing multiple and diverse priorities.
- Demonstrated ability to successfully work in a fast-paced environment, within and across departments/functions, managing multiple priorities and develop positive relationships with locally and remote based staff.
- Strong attention to detail.
- Creativity thinking through new ideas and approaches.
Working Environment:
- Flexibility for either remote or in-office working arrangements. Position requires some flexibility to participate in meetings or calls outside of regular working hours when needed.
Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
