NEPAL: SUSTAINABLE ELECTRIC TRANSPORT - COMMUNICATIONS CONSULTANT

INTRODUCTION

GGGI Nepal is currently involved in various projects, one of which is the SET4NPL project. SET4NPL is supported by Mitigation Action Facility (MAF) and implemented by GGGI and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project's goal is to sustainably transform Nepal’s public transportation sector and create significant environmental, health, and mobility benefits. The project aims to roll out approximately 3,500 electric Mini and micro-buses (EMBs) and depot charging stations nationally over five years, contributing significantly to reducing greenhouse gas emissions. Primary government counterparts for this project include the Ministry of Physical Infrastructure and Transport (MoPIT), the Ministry of Finance (MoF), the Ministry of Forests and Environment (MoFE), and Nepal Electricity Authority (NEA). Another major objective of the SET4NPL project is to enhance the capacity of stakeholders in Nepal’s transport sector, including GoN counterparts and the private sector. Apart from providing the financial support to the PTOs through the project, SET4NPL also supports the GoN and relevant institutions in improving the policy and regulatory environment to enable electric mobility and help Nepal achieve its NDC targets.

The Global Green Growth Institute (GGGI) is seeking a communication consultant to lead the design and development of communication product for the Sustainable Electric Transport for Nepal (SET4NPL) project. The Communication Consultant will play a crucial role in supporting the SET4NPL project by developing and implementing communication strategies to achieve the project’s objectives. This role will focus on advertising and raising awareness about financial products, developing communication materials, and enhancing international visibility of Nepal’s progress in reaching Nationally Determined Contributions (NDC) transport targets. The consultant will design and develop all readiness-related communication material, including press releases, social media posts, media announcements, etc.

The Communication consultant will report to the GGGI Project Manager and Country Representative. The consultant will also engage with various government agencies and other project stakeholders to foster collaboration and ensure the successful delivery of communication product. Additionally, the consultant will assist in facilitating events, workshops, and capacity building training programs. This consultancy will provide as needed basis communication advice to project stakeholders. This role is pivotal in achieving the project's goals of promoting sustainable transport and integrating gender considerations into Nepal's transport sector.

 

OBJECTIVES OF THE ASSIGNMENT

This consultancy aims to support the implementation of a communications plan that contributes to the positioning of the SET4NPL project. The consultant will implement the communications plan, aiming to reach the established outcome and objectives, and ensure the completion of the necessary deliverables to properly execute the communications plan.

Specific Objectives:

  • Design and develop promotional materials for the first phase of advertisement and workshop related to financial product of SET4NPL project.
  • Develop audio-visual and other advertisement products including press releases, social media posts, media announcements, etc., for the PTOs and distributors.
  • Organize workshops and campaigns for awareness raising for PTOs and distributors.
  • Develop communication products and support visibility and international awareness of Nepal’s progress in reaching NDC transport targets
  • Assist in facilitating events, workshops, and training programs.
  • Support other GGGI Nepal Country Office projects as needed, providing communication materials, campaigns, and strategies to enhance the overall visibility and impact of GGGI's initiatives in Nepal.

 

SCOPE OF THE WORK

The consultancy service under this ToR is targeted to involve in the SET4NPL project.

The scope of work of this consultancy includes:

  • Implement the communications plan according to the project’s workstreams.
  • Develop a comprehensive work plan aligned with the activities and milestones identified in the communications plan.
  • Design of all related knowledge-sharing, awareness-raising, and outreach material (including flagships).
  • Design the layout templates for: all publications, reports, briefs, presentations, social media cards, etc.
  • Design of social media posts, press releases and blog posts.
  • Conceptualization of communication campaigns and awareness programs.
  • Ensure that all communication materials, GGGI staff and project partners' communication offices comply with GGGI's communication policies and identity manuals.
  • Design information material, brochures, flyers, and other communications materials.
  • Design project factsheets following GGGI’s brand guidelines.
  • As a part of the Readiness Project, support GGGI Staff and project partners in the design and execution of social media plans and campaigns.
  • Support the GGGI team in organizing and covering events through photography and multimedia productions, and recording interviews, among others. Develop content for GGGI's social media platforms.
  • Monitor activities in coordination with the project team to ensure the schedule is up to date.
  • Provide need basis communication plan to project stakeholders.

The consultant is expected to adhere to the branding and marking standards of GGGI and the other entities involved in the Project (such as ministries, financial regulators or private institutions), as well as their communication policies of each one.

 

COORDINATION AND COMPLIANCE
  • The communication consultant will work with GGGI Staff and will report to the Project Manager. As part of his/her duties, he/she will be instructed by the GGGI team to support GGGI staff and project partners' communication offices.
  • The communication consultant has to engage with the project partners, stakeholders and government officials.

 

EXPERTISE REQUIRED
  • Bachelor’s degree in communication, journalism, marketing, or related fields.
  • At least 4 years of professional experience working in communication areas, working in media, journalism, communications and marketing, or in closely related external relations contexts. Desirable experience working with government and/or international organizations.
  • At least 2 professional experiences in developing and implementing communication campaigns on topics related to green, climate or sustainable finance, electric mobility or sustainable growth, climate change, or other sustainable development matters.
  • Preferably, experience working in institutional or social communications with institutions and/or working in the integration of multimedia communication products for organizations (public or private) or marketing agencies.
  • Fluent in Nepali and English.

 

KNOWLEDGE AND SKILLS
  • Strong interpersonal and communication skills and a proven ability to develop, maintain, and enhance relationships with a variety of internal and external contacts.
  • Graphic design skills and ability to use Microsoft Suite, Adobe Creative Cloud tools (Photoshop, Illustrator, InDesign, etc.), and/or other platforms.
  • Skills in working with multidisciplinary groups.
  • Outstanding news writing and editing skills.

 

ADMINISTRATIVE INFORMATION

Applicants must submit the following documents to GGGI:

  • Cover letter, CV, and example of at least two factsheets, infographics, or other communications samples for which the candidate was the lead author or developer in previous roles or assignments.
  • Successful candidates must be a national or resident of Nepal and be able to receive payments in the country.

The position might be a full time consultant or a part time consultant based on the needs of Nepal country office.
