Director of Finance and Operations, Timor-Leste
ACDI/VOCA is seeking a Director of Finance and Operations for an upcoming Healthy Ocean, Protected Environment (HOPE) for a Resilient Community Activity in Timor-Leste funded by USAID. The anticipated program will strengthen biodiversity conservation efforts in Timor-Leste in the marine environment, support local communities to be more resilient to climate impacts, and inclusively and sustainably ensure the sustainable use of natural resources in development.
The Director of Finance and Operations will provide leadership and direction to the Finance and Administration team with close oversight of the project’s financial position. The program is anticipated to start in 2025 and this position will be based in Timor-Leste.
RESPONSIBILITIES
- Provide leadership and direction to the Finance and Operations team with close oversight of the program’s finances, including financial analysis and accounting management
- Supervises the human resources, operations/logistics, procurements, grants management and accounting functions
- Oversee and monitor all financial and accounting systems, policies, procedures, and internal controls, following ACDI/VOCA processes and best practices
- Lead the annual budgeting process and review all financial plans and budgets, monitoring progress and changes
- Prepare and execute action plans to improve the efficiency and effectiveness of finance and administrative operations and to mitigate operational and compliance risks
- Periodically assess the efficiency and effectiveness of finance and operational procedures in relation to the delivery of technical activities on time and at optimum cost
- Ensure compliance with all USAID rules and regulations and ACDI/VOCA policies and procedures relating to finance and operations
- Maintain a close working relationship with ACDI/VOCA’s home office Accounting and Finance department
QUALIFICATIONS
- Bachelor’s degree in finance, business administration, accounting, or relevant field is required; master’s degree is desired.
- Minimum 10 years of progressively responsible experience in financial control and audit related field.
- At least 5 years of experience in a senior management position, providing administrative oversight and management systems development.
- Knowledge of and experience with USAID and/or other international donors’ rules and regulations is required.
- Strong written communication skills required.
- Experience working in Timor-Leste required.
- Fluency in English is required.
