The United Nations Office on Drug and Crime (UNODC) provides technical assistance related to combating terrorism, organized crime, corruption and drugs to requesting Member States. This assistance also supports States Strengthening criminal justice and health systems and to ratify and successfully implement international conventions and protocols, in compliance with the rule of law and human rights.

The UNODC Global Maritime Crime Programme (GMCP) supports member states strengthen maritime law enforcement capability to counter illicit activity at sea. In the Southeast Asian region, GMCP delivers support under five pillars of engagement (i) Strengthen Regional Cooperation, (ii) Capacity Building to Improve Maritime Law Enforcement, (iii) Induction of MDA Technology and Infrastructure, (iv) Support Implementation of UNSC Sanctions Relating Maritime Issues, and (v) Action on Maritime Environmental Crime and Climate Change.

Duties and Responsibilities

Under the direct supervision of the Regional Programme Coordinator (Southeast Asia and the Pacific) for Global Maritime Crime Programme, (based in Bangkok, Thailand), and the additional supervision of the UNODC Officer-in-Charge (OiC) based in Suva, Fiji, the National Programme Officer (NPO) will be responsible for the day-to-day implementation of GMCP Programme activity in Suva, Fiji. The incumbent will also support, as needed, other UNODC initiatives implemented in Fiji.

The NPO will perform the following tasks:

Summary of Key Functions :
1. Ensures implementation of programme strategies focusing on achievement of the following results:

Contribute to the planning, implementation, management and delivery of technical assistance activities in the areas of Maritime Crime which includes strengthening regional cooperation, capacity-building and introduction of new technology to enhance maritime law enforcement capability in Fiji.
Provide guidance and direction for wider criminal justice initiatives, as needed, in accordance with the overall UNODC strategies and priorities, and in close collaboration with the local counterparts.
Assist the Regional Programme Coordinator and oversee planning, budgeting, implementation and monitoring of the assigned programme activities in Fiji.
Coordinate and liaise closely with government counterparts, mainly maritime stakeholder agencies and other key stakeholders, including UN entities and other international and regional organizations and beneficiary agencies, civil society, and the private sector, when appropriate and as necessary, for the effective organization and delivery of technical assistance and capacity-building activities related to the maritime crime programme.
Support negotiations and consultations in the areas of Maritime Crime with relevant national authorities, international and non-governmental organizations, as required;
Ensure effective implementation of UNODC programming activities and conduct effective monitoring of performance, as well as timely production of results.
Integrated lessons learnt and best practices in programme support management.
Contribute and establish internal databases relevant to the scope of Programme’s activities in Fiji.
Contribute and support the development of progress reports to donor organizations, monitoring, evaluation and lessons learned reports and other relevant program related documents, including substantive correspondence and the preparation of written outputs that relate to the implementation of GMCP activities.
Prepare documentation, substantive documents and reports, documentation on training courses and meetings, briefing notes, working papers etc related to the implementation of GMCP activities in Fiji.
Assist with the preparation of information materials (brochures, website, posters, etc.) in support of the GMCP and disseminate GMCP-related materials to governments, NGOs and the general public;
Undertake outreach and dissemination activities, as required, and promote cooperation and continuous sharing of information;
Perform any other related tasks and duties, as required ;

Impact of Results

Coordinated and timely delivery of project activities directly affects successful project implementation. Ensuring accurate and efficient support services are met including the effective planning and organization of project activities ensures positive impact on achieving regional programme objectives.

Competencies

Professionalism: Demonstrated professional competence and understanding of theories, concepts and approaches relevant to crime prevention and criminal justice issues, in relation to maritime crime. Knowledge of the international policy and legal frameworks on organized and maritime crimes in Fiji, and a sound understanding of the institutional architecture around these matters. Has knowledge of the mandate of the United Nations Office on Drugs and Crime in combating transnational organized crime. Has demonstrated competence and expertise in planning, coordinating and management support for the delivery of technical assistance activities (especially needs analysis, programme conceptualization and write-up; programme coordination, liaison and reporting; and budgetary and financial monitoring). Is able to contribute to designing, organizing and conducting technical assistance activities. Has sound analytical skills and is able to identify problems and to contribute to problem-solving. Shows commitment to achieving high quality outputs, timeliness, conscientiousness, attention to detail and ability to bring matters to closure. Required Skills and Experience

Education:

An advanced university degree (Master’s degree or equivalent) with two (2) additional years in security studies, naval defence studies, criminology, law, public policy, international relations or related field is required.
A first-level university degree in similar fields in combination with four (4) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in Maritime Law Enforcement, navy, law enforcement, prosecutorial role, diplomacy or programme management of security sector projects is required.
Experience engaging on project activity with maritime law enforcement agencies (coast guard, navy, marine Police) and prosecutors in Fiji is desirable.
Experience in liaising with mid-to high-level government officials especially maritime law enforcement agencies is desirable;
Experience working with the United Nations or other international organizations is desirable.
Experience in the usage of computers and office software packages (MS Word, Excel
