Background: The IRC’s Resettlement, Asylum and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to survive and thrive in the US and Europe. RAI serves more than 50,000 individuals each year in the US, including thousands of newly arrived refugees and asylum seekers as well as the broader immigrant community, through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power. 

As a part of the Asylum and Legal Protection (ALPS) Unit, the Legal Services Technical Unit 

provides technical oversight and support to immigration legal services programs across RAI’s network of 24 offices in the United States, which collectively serve more than 20,000 immigration clients per year and offers advice and guidance to local management as they expand and enhance services to meet urgent needs for high quality, free and low-cost immigration legal services.  

Job Summary:  The Senior Contracts and Grants Officer, US Legal Services, is a member of the Legal Services Technical Unit (LSTU) and reports to the US Legal Services Director. The Senior Officer provides operational oversight related to legal services contracts and grants across the US, including budgeting, financial and performance compliance, and reporting. 

Major Responsibilities:

Contract and Grant Management

  • Collaborate with the Director of US Legal Services, Director of Children’s Legal Services, and Regional Deputy Directors for Legal Services to engage with IRC’s national legal services’ funders, including prime contractor partners on federal subcontracts and private foundations.
  • Support IRC program offices that participate in nationally-managed legal services funding, including federal subcontracts, in developing budgets and meeting performance and financial reporting requirements.
  • Develop and revise reporting and other grants/contract management templates as needed for local programs.
  • Lead training for local programs on contract and financial compliance for nationally-managed legal services funding.
  • Analyze monthly grant and contract financial activity.  In collaboration with the LSTU management members, prepare monthly, quarterly, and annual reports for funders and for internal review and briefing purposes.
  • Prepare and compile supporting documents for monthly federal subcontract invoicing, revenue recognition, and coordinate approval with HQ finance prior to submission.
  • Prepare monthly subcontract revenue reports for program offices, and lead quarterly financial (revenue to actuals) analysis meetings with program offices.
  • Oversee funder desk and field monitorings for programmatic and financial compliance. 
  • Establish and maintain effective working relationships with IRC HQ functional departments, including Resource Acquisition & Management, Finance, and IT, in collaboration with the US Legal Services Director and members of the LSTU management team.
  • Manage and track, in coordination with US Legal Services Director, LSTU program budget, including input and use of the Integra and Power BI systems, analysis of regular budget reports, and assistance with forecasting.
  • Special projects and other duties as needed
  • May supervise program officer, finance clerk, and/or intern.

Job Requirements:

  • Bachelor’s degree in a related field required, advanced degree a plus
  • Minimum 5-7 years progressive work experience in grants and/or contract management. Preference for candidates with experience managing federal contracts and/or funding for immigration legal services  
  • Proven experience and skills in project and grant management, including budgeting and reporting progress and outcomes
  • Excellent written and oral communication skills: the ability to communicate effectively with colleagues and partners
  • Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines imperative
  • The ability to be flexible and work well under pressure in a fast-paced team environment

Working Environment:  

  • This is a fully remote position. Remote work is to be performed in one of the 50 U.S. states. Occasional travel to IRC Headquarters or program offices may be required.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
