IDLO IN LIBERIA

Since 2016, IDLO has been supporting the Government of Liberia in its efforts to strengthen institutions to uphold the rule of law and deliver justice services to communities across the country. IDLO’s programming is aligned to the Government’s vision on good governance and rule of law, including: enhancing transparency and accountability in the justice and security sector; enhancing justice and security service providers’ responsiveness to vulnerable groups; improving effectiveness of legal aid service providers; and enhancing women’s representation and participation in the justice and security sector

 

THE POSITION

Monitoring and Evaluation (M&E) exercises conducted at IDLO follow the Organization for Economic Cooperation and Development - Development Assistance Committee’s (OECD DAC) standards. Within this context, IDLO strives to strengthen and coordinate its internal project monitoring system across all its  activities.

 

Project monitoring is an integral part of the project cycle and a pre-requisite for successful results-based management (RBM). By periodically assessing the extent of overall project progress (at the input, output, and outcome level), it generates important information on the project's advancement and allows for necessary adjustments. It also generates important data for a higher level of appraisals including mid-term reviews and (impact) evaluations.

 

Under the supervision of the Country Manager, the Monitoring and Reporting Associate works to collect and analyze project implementation data to ensure that the Country Office is delivering against objectives.

 

Primary Functions:

Monitoring and Evaluation

  • Support the project teams with the analysis of baseline data and the development of narratives, SMART (specific, measurable, achievable, relevant, and time-bound) indicators, and targets.
  • Support the implementation of the Country Office M&E frameworks, analyzing the information captured through the logical framework, the risk management plan, and other data collection tools.
  • Facilitate the identification of information/data to be included in the donor programme reports.
  • Maintain an accurate and reliable program database to inform internal and donor reporting.
  • Aggregate, analyze, and upload training data in the IDLO Training Information Management System (TIMS).
  • Collect, analyze, and upload project implementation data onto donor reporting platforms.
  • Monitor and report progress against the IDLO Strategic Plan Results and Resources Framework.
  • Support evaluation teams by sharing relevant documentation and facilitating in-country visits.
  • Any other duties and responsibilities as assigned by the supervisor

Reporting

  • Analyze TIMS data and summarize information to be included in donor project reports.
  • Support project teams to develop real-time monitoring reports, aggregating and analyzing the data included in the technical activity reports.
  • Support the preparation of project reports, ensuring that data captured through the M&E Framework is included.
  • Support the project teams to develop success stories and other knowledge management products that showcase project results and impact.
  • Any other duties and responsibilities as assigned by the supervisor

Job Requirements

Education and Work Experience

  • An undergraduate degree in Social Sciences, International Relations, Economics, Business Administration, Statistics, or related studies is required.
  • 3–5 years of experience in the field of monitoring and reporting.

Languages

  • Fluency in spoken and written English

Specific knowledge, skills, and competencies

  • At least 3–5 years of experience in monitoring and evaluation with an emphasis on project monitoring in an international organization. Experience in the justice and security sector is an asset;
  • Demonstrated knowledge of M&E frameworks, data analysis and synthesis, and report writing;
  • Excellent knowledge of M&E standards (in particular the OECD DAC framework).
  • Excellent understanding of key performance indicators and tracking of indicators;
  • Demonstrated capacity to use project M&E to monitor program results;
  • Computer skills demonstrating competency in managing complex datasets;
  • Proficiency in writing M&E-related reports;
  • Availability to travel both in-country and abroad;
  • Ability to respond timely to queries and provide feedback;
  • Ability to work under pressure with tight deadlines, flexibility and entrepreneurial spirit;
  • Self-motivated and dynamic team-player; willing and able to take initiative to assist the organization in achieving its objectives;

Terms & Conditions

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and availability of funding. 

 

In addition, IDLO shall offer a yearly basic salary in the range of USD 21,999, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules. 

 

This local position is open to candidates who are nationals of the duty station, or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
