The role involves maintaining close communication with donor governments and diplomatic missions to provide updates on humanitarian and civil response policies, as well as financial needs. Key responsibilities include identifying and mapping donors, preparing funding proposals, and collaborating with relevant divisions for high-quality submissions. The role also involves developing indicators for SDG and smart city innovations to improve emergency response, understanding energy performance regulations and drafting correspondence such as briefing notes for senior leadership.

The position includes developing and maintaining donor profiles, creating a fundraising strategy, and liaising with donors to arrange meetings and follow-up. It also supports strategic interventions, represents MIA in technical working groups, and facilitates training events for staff. The role requires tracking progress towards project goals and reporting on deliverables

The position is based in Chisinau, Moldova for an initial contract of 6 months with a possibility of extension.

Specific Responsibilities

The expert will focus on the following main activities:

  • Maintain close dialogue with and provide information to donor governments and diplomatic missions on MIA humanitarian and civil response, policies, and financial requirements.
  • Identify, map and access donors and funding sources as per MIA strategy.
  • Experience working with developing of indicators to result based reporting on SDG, smart city innovation to improve emergency response, and knowledge of 2021/0426(COD) - 15/12/2021 - Energy performance of buildings
  • Prepare concept notes and high quality submissions and proposals- in collaboration with relevant Divisions and Offices- for specific funding from donors or guide MIA to develop a protocol for relevant documentation, statistics and provide other information donors may require in determining their financial/political support.
  • Draft internal and external correspondence, including briefing notes and bullets points for Minister, and senior technical management to support in negotiation and follow up of contributions with donors.
  • Develop and maintain donor profiles and plans. Develop a MIA fundraising strategy. 
  • Serve as a liaison between MIA and designated donors and where applicable, arrange meetings and consultations with selected donor government and provide follow-up to the conclusions of these meetings.
  • Support MIA in strategic interventions.
  • Represent/support the representation of the MIA in relevant technical working groups and strategic coordination for committees.
  • Facilitate and/or identify training events for staff as required.
  • Perform other related duties as required.
  • Work with the NORCAP management to set and achieve goals as referred in this ToR, report on the progress of the project and the specific deliverables of the deployment in question.
