OBJECTIVES OF THE PROGRAMME
Des unites d'appui administratif aux pays (CSU) ont ete creees dans la structure organisationnelle pour aider les directeurs de service et les membres du personnel a assumer pleinement leurs responsabilites dans l'environnement du Systeme mondial de gestion (GSM) et garantir le respect des politiques, procedures, regles et reglements institutionnels sur toutes les questions et transactions administratives et financieres dans le contexte d'un progiciel de gestion integre (ERP).DESCRIPTION OF DUTIES
L'Assistant Procurerent rend compte au Charge des Operations et apporte son appui technique aux managers et aux staffs dans la gestion des transactions dans le GSM en rapport avec les domaines suivants :1. Assiste le Bureau pays dans l'elaboration des previsions en approvisionnement du bureau sur la base du plan previsionnel d'approvisionnement.2. Appui dans la mise en Åuvre des activites liees a l'approvisionnement, et peut participer en lieu et place du superviseur a des rencontres avec les fournisseurs ou les differentes unites et programmes.3. Elabore en rapport avec les Unites techniques concernees, les documents d'appel d'offres de biens et services du bureau.4. Procede a la publication des appels d'offres du bureau et au contact des fournisseurs pour les appels d 'offre restreints.5. Apres une selection demarche, initie les correspondances aux fournisseurs ayant soumissionnes aussi bien les fournisseurs selectionnes que ceux non selectionnes. 6. Traite les requetes d'analyse des couts (Price estimates) pour les achats d'articles et de services hors catalogue. Si les prix des articles demandes ne sont pas disponibles, ou si les articles demandes ne sont pas dans le catalogue disponible dans le GSM, le demandeur initie une demande d'estimation de couts a travers le GSM et l'Assistant accorde touteattention au gestionnaire et assiste dans le processus (RPE : Requete for PriceEstimates) ainsi qu'il suit : Enregistrer dans le systeme tous les articles et services qui ne sont pas dans le catalogue pour une estimation des couts ;Assiste le Manager a identifier des fournisseurs pour les biens et/ou services demandes en s'assurant que tous les details sont disponibles pour l'enregistrement dans le GSM. Pour les demandes de service, les preformas sont demandees en tenant compte des details requis lies au service, du budget et des dates de livraison.7. Initie les requisitions dansle systeme (GSM)8. Assure le suivi de toutes les requisitions soumises et approuvees dans le systeme.9.Effectue les revisionsrequises sur les transactions et ou requisitions dans le GSM10.Initie et met a jour lesdemandes pour approvisionnement en biens et services ; s'assure que les listesdes fournisseurs sont envoyees pour leur creation dans le systeme.11.Assiste le bureau pays, dansle choix, la justification pour l'acceptation de l'offre qui n'est pas la pluseconomique. 12.En cas de demande de serviceexterne, l'Assistant Procurerent appui les Managers dans l'evaluation de larequete, sur la base des politiques de l'OMS.13.Accuse reception despaiements des biens et services dans le GSM.14.Fais le suivi avec l'Unitedes Finances pour le reglement des factures desFournisseurs.15.Tient correctement a jourles registres et archives de tous les achats du bureau.16.Gere le processus decreation des fournisseurs et assure l'evaluation trimestriel et annuel desfournisseurs17.Produit les statistiques desachats des biens et services du bureau de maniere trimestrielle ; produit lerapport annuel sur les achats de biens etServices18.Le titulaire du posteservira de back up pour les autres membres de l'equipe dans des positionssimilaires ou non au sein du bureau.REQUIRED QUALIFICATIONS
Education
Essential: Diplome d'etudes secondaires suivies d'une formation en Administration et Gestion.Desirable: Bac 2 en Administration et en gestion.
Experience
Essential: Au moins 10 annees d'experience dans une institution publique ou privee reconnue.Desirable: Experience dans des postes d'appui administratif ou dans le suivi des approvisionnements au sein de l'OMS ou dans une autre agence des Nations Unies est un atout. Une experience dans les systemes bases sur Oracle ou un autre systeme similaire a ERP est un atout
Skills
Une capacite a bien maitriser les regles, reglements et procedures de l'OMS, en particulier en matiere de recrutement. Des connaissances en informatique, et particulierement la maitrise de MS Word, de MS Excel et des competences dans l'environnement du Systeme mondial de gestion et dans l'etablissement de rapports. Une capacite a nouer et a entretenir de bonnes relations avec des personnes de differentes nationalites a differents niveaux.WHO Competencies

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at KMF 7,879,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.ADDITIONAL INFORMATION
