Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Programme Officer will work within the Biodiversity Land Management Branch in the Ecosystems Division. The Branch leads on activities on biodiversity, wildlife management, economics of environment, food system transformation and other areas. The M&E system in the Congo Basin works to maintain consistency with UN Environment’s standard monitoring, reporting and evaluation processes and procedures, with the GEF and other donors Monitoring and Evaluation policies and requirements, as well as with the M&E requirements of the other implementing agencies that are leading the national child projects and components of other donor-funded projects. The M&E system, based on information that national projects and partners provide, tracks program-wide results, outcomes and risks using a common framework, for each project, that aggregates and consolidates data from various national child projects and other projects’ results frameworks. The Monitoring Evaluation and Learning (MEL) Officer will work within the Biodiversity, People and Landscapes Unit and will contribute to the implementation of UNEP’s program in the Congo Basin, specifically the Regional Child Project under the GEF Congo Impact Program (Congo IP) and the project titled ‘Securing crucial biodiversity, carbon and water stores in the Congo Basin Peatlands by enabling learning and evidence-based decision making and good governance’ funded by Germany’s International Climate Initiative (IKI). 2. Summary of Key Functions Under the guidance and supervision of the Senior Program Management Officer for the Congo Basin, the KCM will work in close coordination with the project team, as well as related counterpart staff, consultants, and service contract providers. She/He will carry out and coordinate the Congo Basin knowledge and communications management by: Duties and responsibilities: · Roll out and support the effective implementation of the program-wide Monitoring, Evaluation and Learning (MEL) system and tools to track progress, achievements, contributions and impacts programmatically and for each project within the UNEP led portfolio . · Support project country teams and partners to implement a common MEL system and tools within GEF Congo Impact Programme and the IKI Congo Basin Peatlands project · Establish and operationalize a comprehensive data and information system for the entire Congo Basin Impact programme that is inter-operated with existing regional and national information systems · Put in place and implement a system to systematical track, document, analyze and report progress against projects’ and programme indicators and milestones · Support the establishment and functioning of a programme information system and databases in support of existing and emerging regional institutional knowledgebases and information systems · Provide continuous support and training to national projects to facilitate their ownership and efficient implementation of the program-wide M&E framework. · Carry out quarterly progress review with regional and country teams and produce a progress status report · Establish and maintain and up-to-date dashboard for programme/projects progress and key information · Coordinate the gathering, analysis and consolidation of progress information against programme and projects goals in view of internal and donor reporting · Ensure that projects and programme reports consistently and clearly demonstrate progress with and achievement of established goals, indicators and milestones · Prepare and organize the mid-term and terminal evaluations of the regional child project of the Congo Basin Impact Programme and of the Congo Basin Peatlands project. · Design and maintain up-to-date M&E databases that are integrated into the related project’s web interfaces

Qualifications/special skills

A Master of Science in environmental sciences, social sciences, natural resources management, development studies -or closed related discipline is required. Demonstrated experience working on projects based in Africa is required, experience in at least one Congo Basin country is desirable. Proven knowledge and mastery of GIS spatial analysis technics and tools is required. At least 10 years professional experience in monitoring, evaluation and learning in large complex projects is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the consultancy post advertised, fluency in oral and written English and French is required.
