Jhpiego is hiring for position of Senior Program Officer, Public policy based at Delhi. This position will support technical support unit at national level in the development and implementation of policy frameworks for nursing cadre. The role will focus on strengthening nursing and midwifery education, regulation, and workforce development, ensuring alignment with national health goals and global best practices.
Responsibilities
- Design and draft policies and regulations to standardize nursing and midwifery education and practice, ensure alignment with national healthcare strategies and international nursing and midwifery standards.
- Advocate for the integration of policies across relevant government departments, academic institutions, and professional bodies.
- Collaborate with key stakeholders, including government agencies, nursing regulators, academic institutions, and healthcare providers, to gather insights and build consensus on policy frameworks and organize consultations, roundtables, and workshops to foster stakeholder participation.
- Conduct research on global best practices and emerging trends in nursing and midwifery regulation and analyse the socio-economic and healthcare landscape to identify gaps and opportunities for policy interventions.
- Prepare briefs, white papers, and reports to inform ministry’s decision-making processes.
- Develop strategies to strengthen the capacity of state-level nursing regulators , state university and other government bodies to implement National policies.
- Support the design of competency-based frameworks and continuous professional development systems.
- Establish mechanisms to monitor and evaluate the implementation and impact of national policies.
- Provide periodic reviews and recommend adjustments to ensure policies remain relevant and effective.
- Promote the adoption of digital tools and innovative practices in nursing and midwifery regulation and education.
- Facilitate the integration of technology for data management, monitoring, and communication within NNMC frameworks.
- Frequent travel to the states as per the project and organizational requirements.
- Align and ensure efficient and effective administrative operations, maximizing the input and support of other Jhpiego staff and consultants as appropriate.
- Perform other activities, as assigned by the supervisor to achieve organizational goals.
Required Qualifications
Abilities/Skills:
- Strong advocacy skills
- Strong written and oral communication skills in English and Hindi; proficiency in local language will be an asset.
- Proficiency in developing technical and programmatic documents such as white paper, policy document, technical materials and periodic reports.
- Ability to develop productive working relationships with other agencies, development and technical partners and state/ district government counterparts.
- Ability to work with diverse technical team.
- Ability to multitask and work under multicultural environment.
- Ability to handle a variety of assignments under pressure of deadlines.
- Proficiency in computers – Microsoft Office.
- Ability and willingness to travel up to 30 % of his/her time .
Qualifications/Knowledge and Experience:
- Advanced degree in Public Policy, Health Administration, or a related field.
- Minimum of 8-10 years of experience in health policy or regulatory frameworks.
- Deep understanding of nursing and midwifery ecosystem and public health systems in India would be preferable
- Strong analytical, research, and writing skills, with proven experience in policy development.
- Ability to manage stakeholder relationships and navigate complex regulatory environments.
- Knowledge of the NNMC Act and its implications for nursing and midwifery governance is highly desirable
- Knowledge of international nursing and midwifery standards will be desirable (e.g., WHO, ICN, ICM guidelines).
- Proficiency in project management and familiarity with digital health tools is a plus.
- Strong technical expertise, good management skills, and extraordinary communication skills are the essentials for this position.
