Overview
Jhpiego is a nonprofit NGO that prevents the needless deaths of women and families in limited
resources settings. To accomplish this, Jhpiego implements innovative evidence-based solutions for intractable problems in health to overcome barriers to high-quality care services for the world’s most vulnerable populations.
In Rwanda, Jhpiego through USAID funded project, Reaching Impact, Saturation, and Epidemic Control (RISE) is looking for a Technical Director to lead the implementation of RISE Marburg Virus Disease (MVD) Response project. The RISE MVD Response Technical Director will provide technical leadership, strategic direction to the program, operational oversight, to ensure the project achieves its objectives in preventing and controlling the spread of the Marburg virus. The RISE MVD Response Technical Director will lead the planning, implementation, and reporting for RISE MVD Response project.
This role involves coordinating with the Rwanda Ministry of Health/Rwanda Biomedical Center, the donor, other implementing agencies engaged in MVD response especially USAID IPs, to strengthen MVD outbreak response systems, surveillance, and health facility preparedness and ensure alignment with the national context. The RISE Technical Director will work with the project team to ensure that RISE MVD Response’s activities are conducted, monitored, and reported on as outlined within the project work plan and budget in compliance with Jhpiego and donor’s expected standards/policies.

Responsibilities
1. Strategic Leadership & Project Management
o Provide technical leadership,strategic direction for the project, ensuring alignment with the MOH/RBC, USAID MVD response and other stakeholders' priorities.
o Oversee project planning, implementation, and reporting, ensuring timelines and objectives are met.
o Develop work plans, budgets, and reports to meet donor requirements and project objectives.
o Work with finance and project staff to track project budget and ensure the project delivers on the budget, scope and timeline.
2. Technical Expertise & Quality Assurance
o Lead the design and delivery of high-quality Marburg virus response interventions, including surveillance, case management, infection prevention and control (IPC), laboratory and mental health activities.
o Ensure project activities are evidence-based, data-driven, and aligned with international standards for Marburg virus and Viral Hemorrhagic Fevers (VHF) control
and management.
o Collaborate with technical staff in country-and RISE Backstopping team to identify and integrate innovative approaches to strengthen health facility preparedness and community response.
3. Stakeholder & Partnership Engagement
o Ensure project activities are coordinated with national and district-level health initiatives, contributing to an integrated response.
4. Monitoring, Evaluation, and Reporting
o Develop and oversee the implementation of the project's M&E plan, ensuring data is collected accurately and timely to inform project adjustments.
o Track project performance indicators, document lessons learned, and adapt strategies as necessary to improve impact and sustainability.
o Prepare and submit high-quality reports to the donor, detailing project achievements, challenges, and recommended actions.
5. Team Management & Capacity Building
o Recruit, train, and supervise project staff, ensuring team members have the skills and support needed to perform effectively.
o Provide mentoring and capacity-building opportunities for project staff and, fostering a collaborative and supportive working environment.
o Promote adherence to ethical standards and protocols, ensuring staff safety and community well-being throughout project activities.
Required Qualifications
Education:
Master’s degree or higher in Public Health, Infectious Disease, Epidemiology, or a related field.
• Experience: Minimum of 10 years of experience in managing large-scale infectious disease response projects, with a preference for experience in viral hemorrhagic fever outbreaks.
• Skills: Strong leadership, communication, and interpersonal skills; demonstrated ability to work collaboratively with government agencies, donors, and community groups.
Technical Skills:
o In-depth knowledge of disease surveillance systems, infectious disease epidemiology, and outbreak investigation protocols.
o Experience with digital health tools and platforms for surveillance (e.g., DHIS2, OpenMRS) is an asset.
Other Skills:
o Strong analytical skills with the ability to interpret and communicate complex data effectively.
o Excellent organizational and project management skills, with attention to detail.
o Ability to work in a multicultural environment and build collaborative relationships with diverse stakeholders.
o Strong verbal and written communication skills in English; knowledge of other languages relevant to the region is a plus.
o Experience with a mix of practical technical skills in GHS necessary for strengthening service delivery at the regional, national, clinical and community-level
o Experience working with Senior MOH Officials and NGOs, FBOs, CBOs, No-Profit business community
o Demonstrated a depth understanding of Rwandan healthcare system, particularly the Public health system
o Language requirement: fluent in English and strong communication, presentation skills in the English language
o Strong skills in Office 365
o Familiarity with USAID or other USG regulations and compliance and reporting procedures and systems;
o Ability to travel 50% of working time
o Prior experience in global health security, One Health, or cross-border surveillance programs.
o Demonstrated ability to work under pressure, with minimal supervision, and manage multiple priorities.
o Willingness to travel domestically and internationally as required, sometimes at short notice.
o Be available to start upon notification.
