Technical Advisor (Sudan Regional Response Pooled Fund)

The Sudan Regional Response Pooled Fund (SRRPF) is a multi-donor funded initiative by the Danish Refugee Council (DRC) designed to address the acute deprivation caused by Sudan's complex, regional, and cyclical crises. Set to be launched on January 1, 2025, the SRRPF combines immediate relief with long-term resilience-building, addressing the full spectrum of community needs in Sudan and neighboring countries. The fund will prioritise locally-led and conflict-sensitive approaches, ensuring that the most capable actors deliver impactful responses to the region’s evolving humanitarian challenges. The following position is contingent on funding. 

Overall purpose of the role:

The Technical Advisor will lead on the technical approach of the Sudan Regional Response Pooled Fund (SRRPF) the and lead the Technical Assistance Facility (TAF). Working closely with all SRRPF stakeholders, the Technical Advisor will ensure that the core technical approaches of the fund, such as conflict-sensitivity and systems-thinking, are hardwired into the way of thinking and working of the fund. This will include overseeing the design, implementation, and management of the TAF that is responsible for deliverying high-quality technical support to partners, facilitating capacity building, and driving innovation to strengthen the impact and sustainability of funded interventions.

Responsibilities :

The Technical Advisor will

  • Advise on fund approaches based on evidence, scale considerations, and how we can best support, complement, and reinforce local systems.
  • Work closely with Axes Advisors and using TAF capacities to ensure the fund’s Axes strategies are grounded in evidence, constantly learning and atune to the contextual dynamics.
  • Build a network of technical collaborators and sounding boards for the fund.
  • Lead the establishment the Technical Assistance Facility, development of of TAF strategy annd monitoring the effectiveness of the facility, recommending adjustments to improve delivery and impact.
  • Manage the allocation of resources within the TAF, ensuring efficient and effective use of funds and personnel, and collaborating with SRRPF leadership to mobilize additional resources for the facility as needed.
  • Develop and maintain operational guidelines and frameworks for the TAF, ensuring adherence to SRRPF policies and maintaining comprehensive documentation of TAF activities, including plans, reports, and lessons learned.
  • Coordinate with other SRRPF functions, such as the Evidence Facility and MEAL, to ensure cohesive support to partners.
  • Represent the TAF in external forums, advocating for SRRPF’s approach and sharing lessons learned.

Experience and Technical comptencies (included year of experience)

Mandatory:

  • A higher education degree in a relevant field
  • At least 5 years of experience in technical support, capacity building, or programme management within the humanitarian or development sectors.
  • Demonstrated expertise in designing and managing technical assistance programmes or facilities.
  • Proven track record of working with multi-donor funds and large institutional donors (e.g., FCDO, EU, ECHO, USAID, UNHCR).
  • Strong skills in stakeholder engagement and coordination, particularly with local and international partners.
  • Excellent organizational and project management skills, with the ability to manage multiple priorities effectively.

Desirable:

  • Experience working in displacement or conflict-affected contexts.
  • Previous experience with pooled fund mechanisms or multi-partner initiatives.
  • Familiarity with SRRPF’s operational geographies and thematic priorities.

What we offer

Contract: 2 Year Contract with the possibility of extension, subject to funding and performance.
