The Position:
The Programme Analyst SRH, position is district-based working primarily with the Sexual and Reproductive Health (SRH) team in achieving its mandate and the overall work of the Integrated Sexual Reproductive Health and Rights (SRHR) Unit with a focus on the Nkhotakota District in the Central Region of Malawi.
This Programme Analyst SRH, contributes to the effective delivery of activities in the areas of Sexual and Reproductive Health and Rights (SRHR) and UNFPA’s support to the Ministry of Health in the District on issues of Sexual and Reproductive Health and HIV integration in prevention and response programmes. The role involves designing, implementing, and managing programs that address SRH, HIV and FP challenges, particularly in vulnerable populations, and ensuring that these programmes are aligned with district, national and global health priorities. This Programme Analyst role reports to the Programme Specialist, SRH and maintains collaborative relationships with all team members in the SRHR Unit and the CO.

Job Purpose:
The Programme Analyst, SRH works closely with other staff in the UNFPA Sexual Reproductive Health and Rights (SRHR) unit to enhance integrated SRHR/HIV initiatives. S/He analyzes and assesses relevant political, social and economic trends and provides inputs to UNFPA CO on RMNCH and related support to the Ministry of Health, related institutions, and implementing agencies (IAs) in the Nkhotakota District of Malawi including planning, monitoring, evaluation and reporting. S/He is engaged in joint programming under the UN ‘Delivery as One’ umbrella and works closely with other SRH partners internally and externally.
The Programme Analyst effectively manages programmes in support of the national response in the areas of Health Systems Strengthening, promoting policy advocacy, HIV prevention, sexual and reproductive health, family planning and community interventions in Nkhotakota.
In consultation with the Health Systems / SRHR Specialist/ SRHR Team Leader and the Sexual and Reproductive Health (SRH) team s/he manages maternal health programme component of 9th Country Programme in the district, including the programmes under maternal thematic trust fund and acts as a Focal point on the ending of Obstetric Fistula in the Nkhotakota District of Malawi.
Within the context of health system strengthening and financing, the Programme Analyst SRH analyzes potential resource mobilization opportunities and provides substantive inputs for the formulation, management, monitoring and evaluation of a comprehensive SRHR/RMNCAH programme. Including collaboration with UNAIDS, UNICEF, WHO and others in the district on SRHR/HIV proposals writing to Global Fund and UNBRAF.
S/He contributes to CO’s efforts in advocacy, policy advice/dialogue, research and resource mobilization in support of SRHR in the Nkhotakota District; provides technical support and contributes to building the capacity of partners for the implementation of Country Programme activities. S/He facilitates the delivery of UNFPA’s programmes by monitoring results achieved against set targets. S/He facilitates the work of consultants, advisors, experts; establishes and maintains collaborative relationships with counterparts in government, multilateral and bilateral donor agencies and civil society in the district to address emerging issues. S/He effectively influences counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate.
The Programme Analyst SRH, plays a pivotal role in managing resources for SRHR in the district from potential development partners. S/He is a substantive contributor to the SRHR unit and overall UNFPA CO programme team.
You would be responsible for:
The Programme Analyst, SRH, Nkhotakota, will be responsible for::
A. Programme Management and Support:
- In collaboration with SRH Programme Specialist, contribute to the formulation of AWPs according to UNFPA programme policies and procedures.
- Ensure quality of programme/project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
- Strongly contribute into efficient coordination on programme/project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.
- Help create and document knowledge about current and emerging trends and issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
- Support implementation of district/community health strategy, UN HIV joint programming and coordinate development of common plans and a common monitoring framework.
- Participate in SRH technical meetings, take notes, prepare presentations, invitations.
B. Monitoring, Evaluation and Knowledge Management for Policy Development & Advocacy:
- Ensure robust tracking of SRH programme implementation and financial expenditure in the district, and support implementing partners to submit quality technical and financial reports in conformity with signed agreements.
- Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action. Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.
- Help create and document knowledge about current and emerging trends and issues, by analyzing SRH programmes, projects, strategies, approaches and ongoing experience in Nkhotakota for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
- Support partners’ capacity to generate quality SRH data, analysis and utilization for evidence-based decision making, policy and program formulation, monitoring and evaluation in support of integrated national development and humanitarian response.
- Support SRH Programme Specialist to analyze and interpret the political, social and economic environment relevant to SRHR and identify opportunities for UNFPA assistance and intervention. Keep abreast with new policy developments and strategies by analyzing policy papers, strategy documents, plans and development frameworks and prepare briefs and inputs for policy dialogue, technical assistance coordination and development frameworks.
- In consultation with Health Systems / SRHR Specialist/ SRHR Team Leader and SRH Programme Specialist to participate in relevant local, district and sub-national fora, enhancing UNFPA mandate on SRH, Family Planning and HIV in the district to ensure that technical issues are incorporated in development plans and frameworks.
- Address policy issues and provide substantive inputs to facilitate policy dialogue and the central positioning of SRH issues within policies, district plans and strategies, UN system initiatives, and development frameworks in national and development partners’ coordination mechanisms in line with the new aid environment.
- Create substantive knowledge of SRH issues and programmes in the district; assess technical assistance needs in these areas and advise on the suitability of programmes and related interventions to meet these needs.
- Consult with Health Systems / SRHR Specialist/ SRHR Team Leader and SRH Programme Specialist participate actively in appropriate UN coordination mechanisms (e.g. Joint UN Team on SRHR, HIV etc.) and support and contribute to all joint programmes/activities among the UN agencies.
C. Technical Expertise
- Analyze and interpret the political, social and economic environment relevant to SRHR and identify opportunities for UNFPA assistance and intervention. Keep abreast of new policy developments and strategies by analyzing policy papers, strategy documents, plans and development frameworks and prepare briefs for UNFPA CO.
- Advise and Report on interdependencies/interlinkages between UNFPA programme components
- Ensure increased availability and use of technical information to improve data collection, analysis, and use; with special attention to recent developments in analysis of data from censuses, surveys, statistics, etc.
- Manage condom programming (monitor the status of condom availability and utilization, etc) in the district in consultation with other district, national and international stakeholders, with a view to have a viable, sustainable, updated and responsive condom supply for HIV/AIDS prevention as part of Reproductive Health Commodity Security systems in the district.
- Create substantive knowledge of SRH, Family Planning and HIV issues in the district, assess technical assistance needs in these areas and advise on the suitability of programmes and related interventions to meet these needs
.D. Advocacy and Resource Mobilization
- Jointly with Health Systems / SRHR Specialist/ SRHR Team Leader, SRH Programme Specialist and Programme Coordinator: RM Partnerships proactively scan donor environment and advise SRHR team on the upcoming resource mobilization opportunities.
- Contribute to the proposals and concept note writing process for resource mobilization.
- Assist advocacy and resource mobilization efforts of Country Office by preparing relevant documentation (i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events).
- Develop SRH factsheets, briefing materials, infographics, and presentations for public information, advocacy and resource mobilization purposes.
- Prepare project proposals and share information about UNFPA tools for co-financing and funding.
- Contribute to strong technical and programme multi-sectoral partnerships for advocacy for ICPD agenda through national institutions, networks, alliances and coalitions. Monitor and keep updates on existing and potential partnerships. Follow through and ensure that recommendations and action points agreed to are addressed.
E. Funds Management
- Prepare and manage relevant programme budgets by using the existing platforms such as Quantum and Quantum plus..
- Monitor expenditures to ensure delivery is in line with approved budgets and to realize targeted delivery levels.
- Ensure the timely and accurate reporting of financial information using Quantum/ Quantum plus
- Raise requisitions for relevant travels and procurement under the e-procurement module in Atlas Quantum/ Quantum Plus
- Manage assets that have been procured by the UNFPA and supplied to the implementing partners; ensuring that they are put to proper use (Form C).
F. General Support
● Stand-in for other team members on selected functions as may be required.
● Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience:
Education:
Masters degree in Health, Public Health, Health Research, International Health, Health Policy and Management, and/or other related social sciences including social/health policy and planning, health system.
Knowledge and Experience:
- At least 2 years of professional experience in programme/project management in the health sector.
- Excellent analytical and communication skills.
- Substantive work experience in the field of SRHR, GBV and/or Gender in humanitarian and post conflict recovery setting is preferred.
- Specialized knowledge and experience within Health Systems Strengthening and integrated SRHR/GBV/HIV approaches is desirable.
- A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Malawi will be an added advantage.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling web based management systems.
- Demonstrated ability to work under the time pressure with a number competing priorities.
- Demonstrated ability to work in a team.
Languages:
Fluency in oral and written English is required. Working knowledge of another UN Official Language, an asset.
