- MEAL Systems Development and Implementation
- In close coordination with the Deputy MEAL Coordinator, provide technical leadership to ensure strong data systems and processes throughout the project cycle for both IRC and partner projects, from design and implementation to close-out and learning.
- Use learning and evidence from internal and external sources to inform proposal design and theories of change.
- Work with Senior MEAL Officer and Technical Coordinators to develop and operationalize logical frameworks, MEAL plans, data collection tools, processes for data management, client feedback approaches, quality checks and audits, and data visualization.
- Provide MEAL technical assistance to program teams and partners during the design and inception stages, including support with logframes, indicator selection and measurement methodologies, and the development of data collection plans and tools.
- In close coordination with the Deputy MEAL Coordinator develop and or review MEAL budget and staffing structure for all projects that is responsive to planned activities and data requirements.
- Work closely with partners to build capacity and ensure partners have sufficient MEAL budget and structure.
- Ensure the effective set-up and use of data platforms to ensure effective data collection, management and presentation.
- Produce high-quality data, analysis, reports, presentations, and dashboards of key findings that foster learning and decision-making.
- Present findings in project cycle meetings and strategic management team meetings as required.
- Provide technical oversight for the design, method, and conduct of surveys such as baseline and endline, and the commission of evaluations and surveys as required in coordination with program coordinators, technical advisors, and external partners.
- Oversee Third party Monitoring efforts, including internal efforts to use TPM to supplement IRC’s own data collection efforts.
- With the support of the MEAL technical advisor, support the expansion of standard mobile data technology and online dashboards to enhance timeliness and quality of data collection, analysis, and visualization.
- Client Responsiveness and Accountability
- The CRA Manager is responsible for supporting the MEAL Coordinator with all aspects of designing, planning, and implementing the CR strategy and mechanism throughout the country programme – including Client Responsiveness guidelines, global commitments on accountability to affected population (AAP) and participation revolution, strategic action plan of Afghanistan country program and agreed standards.
- The CRA Manager will design and develop core processes and standard operating procedures (SOPs) for the feedback, reporting, and complaints mechanism, including designing and selection of feedback channels and Do No Harm in project areas.
- Train all country full-time staff and casual workers in accountability principles and practices
- Lead on coordination and liaison with programme and support unit staff to ensure successful implementation and compliance with the client responsiveness and accountability strategy and mechanism
- Ensure robust clients’ feedbacks mechanisms are in-place to encourage the communities to share their feedbacks and concerns.
- Develop context specific clients’ feedback channels plans (proactive and reactive) for projects as well as providing technical support and guidance on implementation of the different clients’ feedback channels plans in all projects.
- Regularly review and update clients’ feedback channels plans with changing context and situation.
- Communicate the trends in feedback to the Senior MEAL Coordinator, DDP, and Technical Coordinators to ensure that the feedback is reported and taken into consideration during the program design phase.
- Present statistics on feedback received and feedback content in clear formats to highlight feedback trends to the program team, as well as synthesize qualitative feedback in ways which provide the detail that the program team will need to design an appropriate response.
- Coordinate with program management and allocate adequate resources for clients’ responsiveness in projects budgets, and prepare budget forecasts as part of the overall MEAL budget.
- Data Management and Reporting:
- Ensure data collected is routinely verified, analysed and reported according to the data quality standards.
- Contribute to monthly and quarterly reporting by providing verified data that’s meets the quality standards.
- Ensure the integrity and security of MEL data.
- Utilize data visualization and management software to present findings effectively.
- Track and report activity indicators according to the MEAL data segregation guidelines.
- Ensure that data are readily available and stored appropriately for any future reference.
- Facilitate collaborative learning sessions, with strategic innovations involving the client we served.
- Ensure Clients feedbacks data and its analysis is available for senior management, while considering the confidentiality and clients’ protection.
- Ensure regular flow of Client Responsiveness data from field to country MEAL, analyze and interpret the data to help program management in taking informed decisions.
- Produce and submit high quality reports on client responsiveness within the agreed timelines clearly demonstrating trends and key lessons learnt.
- Lead documentation and sharing of knowledge and emerging practices on CR internally and externally with the wider stakeholder audience.
- Staff Management and Development:
- Establish an efficient and responsive staffing structure for the MEAL department which considers a balanced workload and optimal ways of working to support a large multi-sector program.
- Supervise the MEAL team across multiple sectors and geographical areas. Set clear performance objectives, schedule regular check-in meetings, manage staff work plans, conduct regular performance reviews, champion a positive working environment for professional development, and foster an inclusive and respectful team climate.
- Coach, train, supervise, and mentor MEAL department staff. Promote the growth and development of the team. Assess proficiencies and develop and lead a targeted learning and training strategy.
- Develop and implement remote management capacity building approaches to build the strengths of the MEAL team.
- Design and implement capacity sharing plans with partner MEAL staff including MEAL capacity assessments, MEAL sharing/capacity building gaps, and MEAL capacity and system support. .
- Provide oversight of CR activities, team building and the creation of external partnerships
- Responsible for developing work plans as envisaged in the project proposal.
- Facilitate and document regular meetings between partner’s MEAL staff and other stakeholders to oversee and discuss project progress, client’s feedback.
- Manage the CRA staff at the provincial level as well as the hotline manager in Kabul.
- Learning
- Closely work with Senior M&E Officers and program staff to make sure the lessons learnt, good practices, and success stories are recorded and used for the new grant’s design.
- Assist in conducting and documenting end of project learning reviews, and sharing lessons learned and best practices, incorporating these into new project designs.
- In consultation with the MEAL deputy Coordinator, organize lesson sharing events like lesson bazars to fertilize learning among different projects and/or sectors.
- Assist in identifying, documenting, storing and sharing lessons learned that have implications for refinement of best programmatic practice.
- Perform other duties assigned by the supervisor

Minimum Qualifications:
- Bachelor’s degree in Statistics Social Sciences Development Studies Project Management or in any other relevant discipline.
- A masters’ degree in any relevant field is an added advantage.
- A Minimum 4 to 5 years of working experience in Monitoring, Evaluation, Accountability and Learning-related functions – specific experience in feedback management will be added advantage.
- Technical skills in setting up quality M&E/MEAL processes and creating logical frameworks and data analysis that leads to learning and action.
- Proficiency and experience with mobile data collection such as Kobo, Comcare, ODK Collect is important as well as proficiency with Microsoft Excel, SPSS, STATA, Epi Info or similar software. Knowledge of Tableau, Power BI, or GIS software tools are additional assets.
- Experience in working with communities using PRA tools and techniques. Experience on setting up of feedback channels in Afghanistan will be added advantage.
- Strong team management experience with sound capacities to work in a diversified team
