Functional Responsibilities
Under the overall guidance and direct supervision of the Senior Project Manager, the Quality Assurance/Quality Control Specialist will work closely with the technical and project support team to provide the necessary technical expertise for the project implementation ensuring compliance of quality control plans, materials, test procedures, specifications and work methodologies with the relevant standards and codes with respect to medical equipment, furniture, vehicles and IT systems. The QA/QC Specialist’s responsibilities include, but are not limited to:

1. Specification and Quality Oversight:
-
Collaborate with relevant stakeholders to draft detailed specifications for medical equipment, furniture, environment friendly vehicles, IT systems serving the different sectors explained above.

Ensure specifications align with international standards, project requirements and UNOPS regulations and procedures.

Support the PM in developing and updating the quality management plan for the procurement of medical equipment, furniture, vehicles and IT systems, under the guidance of the PM and in full liaison with the project team and the project different stakeholders, ensuring the establishment of quality procedures including time limits for inspection, sampling and testing of works, materials and other QA/QC requirements .

Apply an adequate oversight of project QA/QC plans and protocols and report to the PM as needed highlighting issue and risks whenever applicable

Providing technical assistance to the PM to ensure that sustainable and quality materials are specified

Implementation and monitoring of quality assessments

Review and comment on solutions to quality problems and control of further processing, delivery, installation or use until proper disposition of non-conformance or unsatisfactory works
2. Quality Assurance/ Quality Control:
-
Develop and implement a QA/QC plan for all procurement activities.
-
Conduct regular reviews of suppliers and contractors to ensure compliance with specifications and quality standards.

Ensure specific quality standards are constantly met at all levels of the procurement project lifetime.

Work with various suppliers and design experts for establishing procedures with time limits for the inspection, and Checking accuracy of outputs produced in compliance with established quality standards, testing of goods and all other QA/QC requirements

Keeping record of all documentation regarding QA/QC.

Tracking and reporting all non-conformances to the Project Manager

Controlling all QA/QC related submissions of suppliers to comply with the standard specifications.
3. Supplier Management:

Assess and qualify suppliers based on quality criteria.

Monitor supplier performance and manage relationships to ensure compliance with contractual obligations.

Conduct initial survey queries on sources of materials, ensuring quality and compliance with the specifications

Work together with the project team in monitoring and follow up with suppliers .
4. Installation and Commissioning Oversight:

Oversee the installation process of all equipment and furniture to ensure adherence to specifications.

Coordinate commissioning activities and ensure that all systems and equipment operate as intended.
5. Documentation and Reporting:
-
Maintain accurate records of specifications, supplier evaluations, quality inspections, and compliance checks.

Prepare regular reports on quality performance, highlighting any issues and recommending corrective actions.
6. Training and Capacity Building:
-
Support the PM in training sessions for project staff on quality assurance/Control principles and practices as needed..

Provide guidance on quality control measures to ensure ongoing compliance
Education/Experience/Language requirements
- Advanced university degree (Master degree or equivalent) in Civil Engineering, or relevant field is desired.
- Bachelor’s Degree in Civil Engineering or relevant field with two (2) additional years of relevant experience will be accepted in lieu of a Master's Degree

Minimum 2 years of progressively responsible experience in procurement activities with emphasis on projects in the health sector and education sector with a firm understanding of requirements and specifications of delivering medical equipment for the health sector, furniture for the education sector, and vehicles.

Proven capacity to interact with a variety of stakeholders, including governmental and non-governmental partners, other UN agencies and international donors is required;

Working knowledge of Google Suite MS Office applications required

Previous work experience in procurement projects implemented by the UN or other international organizations desired
-
Previous experience in mentoring and training counterparts is desired.

Excellent presentation, report writing, fluency and communication skills in English and Arabic are required.
