Functional Responsibilities
Key Functions
Under the overall guidance and direction of the UNFPA Project Manager, and in close coordination with the UNFPA Project staff, the Electrical Engineer will be responsible to support efficient and effective delivery of electrical engineering related work packages and products. In performing her/his work, the incumbent will promote a client, quality, and results-oriented approach to ensure consistent and efficient progress.
Specific responsibilities and duties include, but are not limited to:

Provide input and assist in reviewing electrical designs carried out by external consultants/contractors for the buildings constructed under AFCO program.

Support with the inspections of the buildings being constructed, and the assessment of the current situation with the electrical systems, and contribute to design suitable upgrades/replacement of existing electrical systems to meet the local and international standards and specifications applicable,

Assist in the preparation of quality control and quality assurance documentation related to electrical engineering work for new buildings and buildings to be refurbished.

Assist the Project Managers in the preparation of bidding documents for new projects.

Assist in oversight of on-site work carried out by contractors closely to ensure quality of the work is monitored and controlled as per specification requirements.

Prepare and submit for review the periodic progress reports to the Project Manager at intervals agreed upon.

Ensure all design and construction of electrical work is carried out in accordance with and in compliance with industry standards and international best practice energy efficiency principles, standards, guidelines and specification.

Assist the Project Managers in the preparation of various project reports where necessary.

Engage in the project evaluation process by identifying and highlighting project-related challenges, actively participating in a continuous improvement cycle.

Contribute to the dissemination and exchange of best practices and lessons learned to enhance development planning and knowledge development.

Participate in relevant Communities of Practice, fostering interaction with fellow Engineers and the broader Engineering community to share case studies, lessons learned, and best practices through the Knowledge System.

Provide constructive feedback to Practice Leads on policies and supporting guidelines, with the goal of continuously enhancing UNOPS policies.
Education/Experience/Language requirements
A. Education
-
A first-level university degree (Bachelor or equivalent) in Electrical Engineering or a related field with additional two (2) years of relevant work experience is required.

An advanced (Master or equivalent) university degree in Electrical Engineering or a relevant field may substitute for additional years of experience.

A professional certificate in Electrical Engineering or a relevant field will be an advantage.
B. Work Experience

At least2 years experience (with a Bachelor’s degree) in design and construction of electrical systems related to building construction is required

A minimum 2 years experience in electrical system design for new buildings and building refurbishments is required

Proficient in the use of computers and office software packages (MS Word, Excel and PowerPoint, Auto Cad and 3D) and experience in handling web-based management systems.

Knowledge of UNOPS/UN rules and regulations preferred.
C. Languages
-
Excellent knowledge of both written and oral English and Dari/Pashto is required.
