Functional Responsibilities

The Construction Management Engineer (Construction Supervisor) will report to the Project Manager and be responsible for overseeing the construction of incinerator civil works, installation, commissioning and testing. This role involves providing technical support, ensuring quality and timely project delivery, and maintaining compliance with project standards and regulations.

Construction Supervision and Management 

  • Oversee construction activities of the incinerator civil works and the required installation, commissioning, testing and training activities. 
  • In line with UNOPS guidelines and processes, implement and maintain quality assurance/quality control (QA/QC) procedures, including stage testing, verification, and documentation. 
  • Monitor construction progress, ensuring adherence to project schedule, budget, and quality standards. 
  • Verify and monitor contractor compliance with project Health, Safety, Environmental and Social requirements. 
  • As per the Project Manager’s request, conduct inspections to assess the quality of workmanship and compliance with project specifications. 
  • Verify contractor compliance with project requirements (e.g., bill of quantities, specifications, drawings, and any other contractual obligations) and manage necessary inspections and approvals. 
  • Prepare and maintain detailed progress reports, including photographs and documentation. 

Reporting 

  • Prepare and submit comprehensive site progress reports to the Project Manager.
  • Participate in site coordination meetings and prepare meeting minutes.
  • Conduct quantity surveys and prepare progress payment recommendations.
  • Manage project documentation, including permits, inspections, and correspondence. 

Knowledge Management and Sharing 

  • Provide support in documenting project challenges and lessons learned.
  • Contribute to knowledge transfer and training of project team members.
  • Adhere to UNOPS construction and engineering best practices, environmental management standards, and health and safety regulations. 
  • Participate in relevant communities of practice and share project experiences. 

Monitoring and Progress Control 

  • Track project schedule and identify potential delays or risks. 
  • Monitor site activities, including materials, labor, and equipment. 
  • Participate in project stakeholder meetings.
  • Proactively identify and address quality, timeliness and safety issues.

Education/Experience/Language requirements

Education:
  • Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Construction Management or a related field is required 
  • A first university degree (Bachelor’s degree or equivalent) in the above-mentioned field or related field with 2 (two) additional years of relevant experience may be considered in lieu of an advanced degree or higher degree.
Experience
  • A minimum of two (2) years of relevant professional construction related experience in site construction management, construction project supervision or related field in combination with an advanced  university degree is required. 
  • Experience in project management and supervision in outer island areas in PNG is an asset. 
  • Current membership in the PNG Institute of Engineers or PNG Institute of Builders is a strong asset. 
  • Good knowledge of the Architect Acts & Regulations, Public Service Management Act 2020, Public Finance Management Act 1995 with all relevant amendments, Public Service General Orders under the devolution arrangement, and the National Procurement Act 2018 (amended in 2021), along with the Good Procurement Manual is an asset. 
  • Experience in managing FIDIC contracts is desired.
  • Proven experience in managing and coordinating health system infrastructures. Medical waste equipment including design and construction supervision is an advantage.
Language Requirement:
  • Full working knowledge of English is required.
