Context

TThe United Nations Office on Drugs and Crime is the main UN agency in the fight against illicit drugs, crime, corruption and terrorism in virtue of the UN Conventions and Universal Instruments.
The UNODC Regional Office for South Asia (UNODC ROSA), located in New Delhi (India), covers six countries of the region: Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka.
Under its Regional Programme for South Asia for 2024-2028, UNODC is delivering technical assistance to South Asia under the following five sub-programmes: (1) addressing and countering the world drug problem; (2) preventing and countering organized crime; (3) preventing and countering corruption and economic crime; (4) preventing and countering terrorism; and (5) crime prevention and criminal justice.
The United Nations Office on Drug and Crime (UNODC) provides technical assistance related to combating terrorism, organized crime, corruption and drugs to requesting Member States. This assistance also supports Member States strengthening criminal justice and health systems and to ratify and successfully implement international conventions and protocols, in compliance with the rule of law and human rights. It operates in all regions of the world through an extensive network of field offices.
This United Nations Volunteers (UNV) assignment is part of the UNODC-WCO-INTERPOL Passenger Cargo Control Programme (PCCP), formerly known as the UNODC-WCO Container Control Programme (CCP). PCCP targets illegal containerized shipments by building risk assessment and inspection capacity in specialized Port Control Units (PCUs) and Air Cargo Control Units (ACCUs) made up of officers from Customs, national police, and other relevant law enforcement agencies. It also aims to strengthen the capacities of international airports to target and intercept high-risk passengers, cargo and mail via establishment of Joint Airport Interdiction Task Forces (JAITFs). The PCCP implements activities in multiple phases, ranging from technical needs assessments to establishment of units and training of the officials. A key focus is strengthening inter-agency cooperation and communication internationally and globally.

Task description

The incumbent will work under the overall supervision of the UNODC Regional Representative for South Asia and under the guidance of the Deputy Representative of ROSA. Furthermore, under the supervision of the UNODC/PCCP Regional Coordinator, the incumbent will fulfil the functions of Programme Support Officer for UNODC/PCCP activities in South Asia.

a. Reporting and partnership liaison:
• Contribute to fund-raising and liaise with donors, including the drafting of funding proposals and concept notes for donors as well as narrative and financial reporting requirements.
• Assist in the organization of regional and interregional meetings as well as coordinate, monitor and oversee training activities in close cooperation with the Programme Coordinator, and provide feedback to PCCP programme management.
• Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes and reports.
• Collect, compile and analyse data and information of PCUs and ACCUs to monitor and evaluate project and programme implementation.
• Liaise with donors and national counterparts to strengthen PCCP’s portfolio in the region.

b. Finance and procurement support:
• Monitor expenses and tracking cash balance of regional projects to ensure the implementation rate is on track.
• Review of cost estimates and budgets for project proposals.
• Assist in the preparation/finalization of budget revisions, performing preliminary analysis of variances between approved budgets and actual expenditures of projects.
•Support the procurement of complex goods/equipment required for the assigned projects, ensure compliance with UN regulations and procedures.

c. Communication:
• Prepare and develop infographic materials on PCCP activities and TOC in the region.
• Prepare press release, web stories, social media posts for relevant PCCP’s activities.
