Background:

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

NRC, in collaboration with WFP, is supporting the MoLSA-led Baxnaano Flood Recovery Shock Response project in Hudur. The planned initiative targets households identified by MOLSA through a welfare ranking model based on a proxy means test (PMT) applied to the Government’s Unified Social Registry (USR) data. The intervention focuses on enrolling the most vulnerable households into Government system Baxnaano Management Information Systems (MIS) and WFP’s SCOPE database, concurrently. 

While payments system are also transitioned to the Government, for this specific intervention, payment delivery will be processed by WFP. In order to support prompt recovery, the 6-monthly beneficiary entitlements will be frontloaded, and processed as a one-off payment.  To ensure proper and streamlined implementation, the project will coordinate closely with state and local authorities.

Duties and Responsibilities 

As eligible households are pre-identified by the Government, their accurate enrollment in the payment delivery systems constitutes a direct and critical responsibility of the registration personnel. Successful candidates will be adequately oriented on the processes before starting field-based work.

With this background, the Registration Officials will be responsible for:

  • Sensitizing targeted beneficiaries to mitigate any misunderstanding around the nature, scope and targeting considerations for the intervention, following a standard communication guideline provided by MOLSA.
  • Following MOLSA’s guidance on identify management and verification, register eligible households on MOLSA and WFP systems, ensuring all data fields are accurately captured and are consistent across both systems.
  • Upload enrollment data on both Government MIS, and WFP SCOPE systems
  • Periodically update management on the progress of registrations and any challenges faced to allow timely remedial actions.
  • Sensitize beneficiaries on their entitlements, frequency, and transfer modality (mobile money).
  • Collaborate with Community Mobilizers, grassroots actors, and MEAL teams to disseminate messages and handle any accountability incidents.
  • Support other program activities, as needed.
  • Undertake any additional tasks as assigned by the supervisor.
  • Perform other functions as requested by the immediate supervisor

Qualifications and knowledge and experience

  • Post Secondary professional certification with minimum two years of experience in similar work.
  • Post secondary diploma with one year of experience in similar work.
  • bachelor's degree with no previous experience in similar work
  • Knowledge in ICT or M&E is an added advantage.
  • Proficiency in computer software like Word, Excel, and scope database.
  • Usage in computer software like word and excel and scope database.
  • Strong interpersonal skills, excellent verbal and written communication skills, and negotiation skills.
  • ability and knowledge to use and understanding of Microsoft Office (Excel, word) 
  • Good understanding in humanitarian principles 
  • Previous work experience in biometric scope registrations and ability to handle basic maintenance-related issues.
