Org. Setting and Reporting
The Sustainable Development Goals provide an opportunity to deliver change, with women’s empowerment as a prerequisite for achieving the Goals. The Women Exporters in the Digital Economy (WEIDE) Fund, jointly established by the World Trade Organization (WTO) and the International Trade Centre (ITC), aims to connect women-led micro, small, and medium enterprises (MSMEs) to international trade opportunities through digital technologies. The WEIDE Fund will unlock opportunities in international trade and digital trade for women entrepreneurs by improving their access to: • Funds: providing grants and working with financial institutions to close the access to finance gap. • Skills, knowledge, and competences: providing technical assistance and access to information related to digital skills and export competitiveness. • Markets: connecting women to digital market platforms. • Networks and support services: creating more inclusive and effective business ecosystems including leveraging partnerships with private and public sector actors. The Fund consists of three main bodies: a) The Board decides on policy and strategy, approves the annual work plan, and is responsible for overseeing the activities of the Technical Committee. b) The Technical Committee reports to the Board and is responsible for preparing and submitting annual work plans to the Board, approving applications to the Fund, approving the annual report, and appointing dedicated special task forces. c) The Secretariat of the Fund is located at ITC and is bound by the legal and fiduciaryrules of ITC Trust Fund which supports the activities of the Fund. The Secretariat is responsible for the overall coordination and day-to-day management of the Fund, and the implementation of the Fund’s annual work plan. The Secretariat is located within ITC Women, Youth, and Vulnerable Communities (WYVC) Section, in particular ITC SheTrades Initiative. The SheTrades Initiative aims to create an ecosystem of integrated solutions that empower women economically through greater integration in trade and investment. ITC is looking for a Programme Officer who serves as the Head of the WEIDE Fund Secretariat.
Responsibilities
Under the overall supervision of the Chief, Women, Youth and Vulnerable Communities, and the direct supervision of the Head, SheTrades Initiative, and within delegated authority, the Programme Officer will be responsible for the following duties: • Taking in to account the decisions of the WEIDE Board and guided by the WEIDE Technical Committee, participates in the development, implementation and evaluation of assigned WEIDE Fund projects, etc.; monitors and analyzes the WEIDE Fund development and implementation; reviews relevant documents and reports to be produced by the WEIDE Fund Secretariat; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Researches, analyzes and presents information gathered from diverse sources. • Assists in strategy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. background papers, analysis, sections of reports, etc. • Provides substantive support to the WEIDE Fund consultative and other meetings, events conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to external consultants, partners government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to the WEIDE Fund Secretariat budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) as per terms of reference of the Secretariat. • Supervises staff on WEIDE operations and administrative work. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree

Work Experience
A minimum of five years (7 years with a first level degree) of relevant experience in project or programme management, administration or related area is required. Experience with designing and implementing trade-related technical assistance projects is desirable Experience working in the area of developing and/or implementing women and trade projects is desirable. Experience working with funds and/or partnership programmes is desirable.
Languages
Fluency in English is required. Knowledge of French or Spanish is desirable..

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
