Background |
The WHO African Region has undertaken a transformative effort to fully integrate Results-Based Management (RBM) as a foundational element of its operational and strategic framework. This initiative marks a decisive move away from fragmented and ad hoc RBM practices toward a unified and standardized approach implemented across all Budget Centers. Through the institutionalization of RBM, the region aims to foster a culture of excellence, accountability, evidence-based decision-making, and continuous improvement, ensuring that organizational goals are closely aligned with measurable outcomes. This initiative addresses growing demands from Member States and global partners for greater transparency and measurable impact. Reviews, including the GPW13 evaluation, have highlighted critical gaps in RBM practices, such as inconsistent use of tools, inadequate measurement of performance indicators, and limited capacity across the region. Failure to address these challenges could impede the region's ability to achieve its strategic priorities and fulfill global health commitments. The Fourteenth General Programme of Work (GPW14) presents a fresh opportunity to firmly integrate RBM practices into WHO operations. With its focus on measurable outcomes, data-informed decision-making, and strengthened accountability frameworks, GPW14 underscores the importance of institutionalizing RBM. This alignment positions the WHO African Region to not only address current health challenges effectively but also to take proactive steps toward achieving sustainable development goals. Embedding Results-Based Management (RBM) into institutional practices will not only standardize processes but also equip teams with the tools and expertise required to effectively plan, monitor, and evaluate programs. RBM will provide a solid foundation for driving lasting impact in global health delivery, ensuring the WHO African Region remains adaptable and responsive to shifting health priorities. This TOR presents a strategic approach to realizing this vision, emphasizing scalable training, proven tools, and the establishment of strong institutional frameworks. |
Deliverables |
1. Enhance RBM Knowledge and Tools - Finalize and pilot the RBM handbook in at least six strategically selected Budget Centres.
- Develop checklists on RBM for planning, budgeting, monitoring, evaluation, and learning (PBMEL).
- Advance mechanisms for adaptive RBM practices to respond to evolving health emergencies.
2. Leverage Digitalization and Advanced Analytics - Develop and launch a digital RBM platform for region-wide access, incorporating real-time data analytics and reporting capabilities.
- Finalize and customize the RBM e-learning package, integrating interactive and gamified content to improve engagement and usability.
- Establish feedback loops to refine the usability and effectiveness of RBM tools.
3. Promote Equity-Focused and Outcome-Oriented Frameworks - Embed equity and gender-sensitive indicators in RBM frameworks to monitor accessibility and inclusivity.
- Develop a guide for mainstreaming equity focused RBM principles in operational planning for PB 2026-2027.
4. Foster a Knowledge-Sharing Ecosystem - Create a knowledge-sharing platform for RBM best practices, including a two-level community of practice (region and countries).
- Organize three community of practice sessions with the regional network to ensure RBM sustainability.
- Promote the generation and dissemination of RBM good practices through newsletters and pamphlets.
5. Drive Cultural Change and Leadership Engagement - Conduct a comprehensive assessment of current organizational culture and barriers to RBM adoption.
- Develop and implement a tailored RBM cultural change strategy, aligned with WHO’s vision, mission, and values.
- Identify and empower 2-3 RBM champions with senior leadership roles to drive the transformation.
6. Leadership-Specific Capacity Building Activities - Develop a mentorship program pairing senior RBM champions with emerging leaders to foster peer-to-peer learning.
- Introduce scenario-based training modules for leadership to simulate decision-making in dynamic health contexts.
- Provide real-time coaching on integrating RBM principles into operational planning and resource allocation.
- Design a leadership toolkit that includes quick-reference guides, case studies, and performance measurement templates tailored to managerial roles.

Qualifications, experience, skills, and languages |
Educational Qualifications ·Advanced university degree in social science, public health, or a related field from a recognized university Experience - A minimum of 10 years of professional and progressive experience in results-based programme management in INGOs and UN Agencies
- 5 years of experience with WHO’s Results-Based Management approach, experienced in the development and implementation of RBM frameworks particularly within the WHO African Region.
- Demonstrable experience in supporting results-based management in line with UN principles and standards, in supporting monitoring and reporting, in conducting assessments, reviews and/or evaluations is desirable
- Demonstrable experience in facilitating trainings/capacity building initiatives
- Experience in management of capacity building processes in diverse contexts in subject areas relevant to WHO country, regional or global level
- Work experience in an international or multicultural environment, preferable WHO AFRO.
Skills/Knowledge - Communicate effectively both orally and in writing
- Exercise mature judgement, tact, integrity, and discretion
- Manage and maintain effective working relationships with people of different national and cultural backgrounds.
Sound knowledge of: - Results based management in the United Nations System, preferably with WHO AFRO
- Adult learning principles and training methodologies
- Programme cycle and programme management principles
Languages and level required ·English Expert knowledge of English, with a good working knowledge of French (this is interchangeable). |

- Band level C: USD 12,000 (fixed monthly salary including per-diem for initial 30 days and 50% afterwards).
