Direct Operational Project Voice OCA

Médecins Sans Frontières (MSF) is seeking motivated and passionate individuals to serve as the Direct Operational Project Voice for the Operational Centre Amsterdam (OCA) at the MSF International General Assembly (IGA). This is a unique opportunity to bring these operational perspectives and insights directly to the heart of MSF’s governance and strategic discussions.

Why This Role Matters

The International General Assembly (IGA) is central to safeguarding MSF’s medical-humanitarian mission and shaping its strategic orientations. To ensure diverse and inclusive representation, MSF aims to integrate voices from individuals directly in contact with patients and communities.

Role Overview

The DOPV role is a three-year commitment, starting formally in May 2025. Key responsibilities include:

  • Traveling to, and participating, in three consecutive International General Assemblies (IGAs), including scheduled Extraordinary IGAs and preparatory activities and webinars.

  • Engaging actively in international associative discussions and, starting in 2026, casting indicative votes on topics that are discussed at the IGA.

  • Preparing for IGA sessions through recommended training and background reading.

  • Collaborating with key contacts such as the OCA Council Officer and the International Association Coordinator

Note: This role is voluntary and integrated into your current MSF employment, replacing a portion of your contracted time without impacting your salary or leave.

Eligibility Criteria

To apply, candidates need to meet the following criteria:

1. Operational and Lived Experience:

  • Applicants must have a current Operational contract which involves work in an OCA location (either country capital or project).

  • A minimum of two years of cumulative experience working with MSF operations.

  • Experience as a member of an OCA Association is considered a plus.

  • Candidates who have directly experienced humanitarian crises, and/or have personally benefited from MSF’s humanitarian response are highly encouraged to apply.

2. Commitment to MSF Principles:

  • Demonstrated understanding and adherence to MSF’s principles of neutrality, impartiality, independence, and medical ethics.

  • A proven track record of advancing MSF’s medical-humanitarian mission and advocating for vulnerable populations.

3. Diversity and Inclusion:

  • Geographic and professional diversity are prioritized, ensuring balanced representation from underrepresented regions and various professional backgrounds within MSF (medical, logistical, administrative, etc.).

  • Gender balance and inclusivity of minority or vulnerable voices are essential considerations.

4. Governance and Communication Skills:

  • Familiarity with MSF’s governance structures and associative model is considered a plus

  • Working proficiency in English is required, French and Spanish a plus

  • Ability to articulate operational realities and advocate for operational needs effectively

5. Non-Conflict of Interest:

  • Candidates must not hold active governance roles within MSF to ensure impartial representation.

Support Provided

OCA is committed to supporting the DOPV in fulfilling their mandate successfully. Support includes:

  • Coverage of all travel, accommodation, visa, and per diem expenses related to IGA participation.

  • No salary reduction or use of personal leave for IGA-related activities.

  • Access to training, induction programs, and the accompaniment of key enablers to ensure informed participation.

Interested candidates must submit their Expressions of Interest by Monday the 17th of February 2025. The selection process will prioritize diverse, experienced, and committed individuals who can bring operational insights to the IGA discussions.

  • A letter of intent explain why you are interested in this position

  • A letter of support from your current line manager confirming their permission to designate approximately 15% of your time to the fulfilment of DOPV responsibilities for the duration of a three-year mandate, or until the foreseeable end of their time as your line manager (if your current MSF employment contract is less than the three-year mandate of this position).
