About this position
We are looking for an autonomous, experienced, and highly motivated individual to join the team of professionals providing technical support in promoting the Bank's strategic environmental and social (E&S) priorities and ensuring that funded projects are socially and environmentally sustainable.
The person will be responsible for supporting and contributing to the management of the Bank’s Grievance Protocol, coordinating the management of grievances with the members of the Environmental and Social Solutions Division (VPS/ESG) team and other project sector teams.
VPS/ESG is responsible for ensuring that the Bank's funded projects are environmentally and socially sustainable and comply with the Environmental and Social Policies Framework (ESPF) or the previous Environmental and Social Safeguard Policies, as applicable. VPS/ESG specialists provide technical inputs during due diligence in preparation and supervision.
The ESPF outlines four channels for submitting grievances related to the environmental and social aspects of the Bank's funded projects: (i) a project-level grievance mechanism; (ii) a local mechanism; (iii) the administration-level mechanism; and (iv) the Independent Consultation and Investigation Mechanism (MICI, for its acronym in Spanish).
Therefore, the Bank has developed an internal protocol to provide a direct channel for stakeholders to file a complaint about the environmental and social performance of the projects. In February 2024, the IDB Grievance Protocol was transferred to VPS/ESG.
What you’ll do
The selected candidate will report to the Group Head responsible for coordinating the IDB Grievance Protocol. Their main activities are as follows (this is an indicative list):

Implement the provisions of the Grievance Protocol regarding the registration, management, monitoring, and reporting of grievances submitted to the IDB.

Support the regular updating and management of the grievance system on the Bank’s platform.

Lead and support the different stages of the process in accordance with the provisions of the Grievance Protocol.

Prepare and facilitate the development of dialogue processes in accordance with the Bank’s Grievance Protocol, and document them through meeting minutes.

Develop strategies to maintain regular communication with internal and external stakeholders, with a focus on resolving grievances.

Prepare periodic reports as required by the Grievance Protocol or by the Bank’s administration.

Contribute to identifying trends and lessons learned from grievance management.

Prepare and facilitate training sessions on conflict resolution, as well as dissemination of the Grievance Protocol to both external and internal stakeholders.

Perform other tasks assigned by the Head of the Division or responsible Group Head for implementing the Grievance Protocol.
What you'll need
• Education: Master's degree (or equivalent advanced degree) in social sciences (law, economics, political science, sociology, or equivalent) with specialization and/or demonstrated experience in the transformation, management, or resolution of socio-environmental conflicts.
• Experience: At least 7 years of progressive experience in designing, advising, or managing alternative mechanisms for resolving socio-environmental conflicts and in participation or facilitation of dialogue spaces.
• Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration
• Consultant: International consultant: International consultant Full-Time, 12 months (up to 36 months).
