Responsibilities
Responsibilities and Accountabilities
- Assist in the implementation of the AVRR project, in accordance with IOM’s policies and standard operating procedures as well as donor requirements;
- Provide general information to potential and actual AVRR applicants in Malta on viable and legal options available to them, including voluntary return and reintegration opportunities in their countries of origin, in order to facilitate informed decisions and to prepare migrants for return and reintegration, by organizing and supporting counselling sessions in closed and open reception centres, IOM office, health facilities and other locations, as needed;
- Support Vulnerability Assessments and Screenings of the vulnerable migrants reaching AVRR, along with a proper use of the referral mechanism existing in the mission and refer the cases to the protection Focal Point;
- Support pre-departure arrangements, to ensure that AVRR returnees receive the needed assistance, including by communicating with relevant Maltese authorities and diplomatic representations, particularly for obtaining clearances and travel documents; registering migrants’ data in the IOM database, MiMOSA;
- Organize returnees’ travel to the final destination in the country of origin; informing relevant services at IOM Headquarters, IOM Missions and Maltese authorities on departures; preparing necessary documentation and pre-departure cash allowances or in-cash support, as well as transit and arrival assistance;
- Provide departure assistance at the Malta International Airport, in coordination with relevant Maltese authorities, including disbursement of pre-departure cash allowances or in-cash support, if/as applicable;
- Arrange interpretation/cultural mediation services to facilitate the implementation of project activitiesby liaising with the pool of cultural mediators;
- Organize medical and vulnerable departures along with MHD EU Focal Points and liaise with medical centres in Malta and psychosocial professionals following up the cases for movements that require special assistance;
- Assist in preparing the personal reintegration plan, when relevant in cooperation with IOM Missions in the Countries of Origin and provide necessary tools to monitor its implementation;
- Perform other duties as may be assigned.
Qualifications
EDUCATION
- High school diploma or equivalent with four years of experience, or
- Bachelor’s degree in Social Studies with two years experience
EXPERIENCE
- Relevant experience in migration assistance and counselling of migrants.
- Experience in working with vulnerable groups
- Experience in social work or case work will be considered an asset.
- Work experience in an international context is considered an advantage.
SKILLS
- Knowledge of migration related areas dealt with by the Organization.
- Familiarity with the migration context in Malta and with movement-related operations is considered an asset.

Languages
IOM’s official languages are English, French, and Spanish.
REQUIRED
For this position, fluency in English is required (oral and written).
DESIRABLE
Knowledge of Maltese, French, Arabic or any other languages is considered an asset.
