Job Description
Under the overall supervision of the Chief, Manila Financial Services (MFS), the direct supervision of the Financial Analyst (BPI&QA) in MFS, Manila and in coordination with the relevant units at Headquarters (HQs) and Administrative Centres (Manila and Panama), the successful candidate will be accountable and responsible for supporting the Financial Coordination Platform (FinCoorP) project and all other relevant initiatives related to Finance and Accounting in IOM that will be assigned to the Business Processes Improvements and Quality Assurance unit. The staff will also perform tasks to determine areas in accounting and financial reporting that require process improvement to strengthen internal controls, increase efficiency, productivity, cost effectiveness and quality assurance.
Responsibilities
- Assist in performing detailed review and analysis of selected accounting and financial reporting processes, based on duly established procedures and guidelines, to strengthen internal controls, increase efficiency, productivity, cost effectiveness and quality assurance.
- Collaborate with MFS units to identify areas in accounting and financial reporting which IOM offices find challenges to comply with as well as the cause of non-compliance. Prepare a summary of the findings and submit to supervisor for review.
- Provide administrative support for the Financial Coordination Platform (FinCoorP), gather information and understand the FinCoorP ticketing system through coordination with product developers/technical team, change management team, and existing users.
- Create clear, concise, easy-to-understand technical documentation of the FinCoorP ticketing system for the end-users (requesters, agents) and system administrators.

• Update the knowledge base (solution articles) - Create/Modify the FinCoorP reports/Analytics/Dashboard according to the requirements. Provide support and training to staff on relevant applications and tools as required.
- Produce high-quality documentation and reports that meets applicable standards, follows the style and format set by the Organization, and is appropriate for its intended audience.
- Perform quality testing of new concepts, processes, solutions or enhancements for bugs and errors before deployment in the production environment.
- Create diagrams and charts to illustrate concepts and workflows.
- Assist the supervisor in other special projects assigned to the unit as needed.
- Perform administrative tasks for the unit and perform such other duties as may be assigned.
Qualifications
Education
- Bachelor’s degree in finance, accounting, business administration or a related field from an accredited academic institution, with three (3) years of relevant professional experience, preferably in accounting or finance, or similar roles.
- High School diploma with five (5) years of relevant professional experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in Oracle will be a distinct advantage.
- Experience in business process mapping and improvement, data analysis, gaps analysis, SWOT Analysis, an advantage.
- Knowledge of Helpdesk / Ticketing System will be a plus.
- Knowledge in accounting and financial reporting system of IOM/UN is an advantage.
- Previous work experience in IOM/UN or international organizations would be an advantage.
- Innovative problem-solving approach to work.
Skills
- Good analytical and problem-solving skills.
- Proficiency with MS Office Applications (Excel, Word, PowerPoint), etc.
- Excellent communication, organization and analytical skills as well as attention to detail.
Languages
- For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
