About this position

In 2022, Chile passed the Climate Change Framework Law, which legally establishes ambitious targets for achieving net zero emissions by 2050 and enhancing resilience to climate change. To accomplish these objectives, this law requires various government ministries and sub-national governments to develop action plans outlining their policies and goals, and the bank actively seeks to provide support and technical assistance. The law also mandates the creation of economic instruments to promote the implementation of the climate change agenda in the country. Likewise, Chile has recently approved the Biodiversity and Protected Areas Service Law, whose objective is biodiversity conservation and the protection of the country's natural heritage.

The Bank is actively supporting the Chilean government in these agendas, becoming one of its main international partners in mainstreaming climate change and biodiversity into its policy. The Bank recently approved the operation CH-L1179, a policy-based loan focused on supporting the implementation of both the climate change law and the biodiversity law, among other relevant environmental issues. Additionally, the Bank technically supports these topics using technical cooperation resources. An example is the technical cooperation CH-T1305 that supports the Chilean Ministry of Finance (MH) in the development of tools that promote the integration of climate action in its fiscal policy and management using IKI funds.

We are looking for a climate change consultant to support Chile's climate change agenda and climate change operations of the Bank. Your main role as a consultant will be supporting the Climate Change Specialist in the country in executing all projects and technical cooperations associated with operation CH-L1179 and other relevant operations.

You will work in the Climate Change Division part of CSD department. This team is responsible for advise Management on climate change and sustainable development and develops overall Bank policies, strategies, operational guidelines and programs in these areas. It is also responsible for conducting relevant sector research, analytical work, best sector practices and case studies on climate change and sustainability. It provides specialized technical sector support to climate change and sustainability-related operations and activities.

What you’ll do (1)

Provide technical support for the Bank Operations in Chile. This includes:

1.    Revision of project pipeline:

- Coordinate with the Bank's focal points responsible for the country programming to review proposed project pipeline to identify opportunities to integrate climate change and disaster risk management considerations.

- Identify operations where the participation of climate change or disaster risk specialists on the project team would add value (specifically for climate adaptation or resilience) and coordinate the involvement of specialists in project preparation as needed.

- Fundraising and Loan Operation.

2.    Support the climate change specialist in the country office in fundraising operations for financing technical cooperations for climate change adaptation and mitigation and the protection of biodiversity

- If necessary, support the climate change specialist in the country office to design and implement loan operations in the country.

3.    Preparation and implementation of projects:

- Participate as a team member in the preparation and execution of projects to include climate change and biodiversity considerations that support resilient and low-carbon activities and ensure timely implementation in the execution phase.

- Support coordination activities with other divisions and groups at the Bank in efforts to incorporate climate change, disaster risk management, biodiversity, and sustainability in the Bank's operations. With a particular focus on operations and technical cooperation that include contributions to green finance development, sustainable housing, and urban context work.

- Advise the bank stakeholders in Chile about climate change and biodiversity policy and act as the technical counterpart in consultancies and projects designed in collaboration with them. 

4.    Knowledge and Dialogue:

- Support generating knowledge products and training materials for general dissemination and help sectoral divisions build a better understanding of climate change opportunities and risks in relevant sectors.

- Support dialogue on climate change with government stakeholders, the private sector, civil society, international cooperation actors, and others as appropriate.

What you'll need

  • Education: Bachelor's degree or equivalent in Public Policy, Energy, Engineering, Transport, Economics, Environment, Climate Change, Water Management, or equivalent.

  • Experience: Between 2 and 5 years of relevant experience.

  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Requirements

Citizenship:You are either a citizen of Chile or a citizen of one of our 48-member countries eligible to obtain a valid residency or legal permit to work in Chile without the need for sponsorship by the IDB.

Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
