The Position:

The GBV Coordination Specialist is located in the sub-office in Qamishli and reports to the Head of Sub-Office with technical oversight from the GBV Sub-Sector Coordinator and the GBV programme specialist, and will provide technical guidance and coordination support to the GBV Coordination and UNFPA programme in Northeast Syria. The incumbent will work in close collaboration with humanitarian and development agencies (UN, NGOs and INGOs) together with the government entities and other partner organizations to provide GBV coordination, monitoring and support programme implementation as appropriate.

The GBV Coordination Specialist will provide technical, operational and coordination support to the UNFPA  GBV programme and lead the GBV sub-sector coordination in Northeast Syria. S/he will work closely with the GBV Sub-SectorCoordinator and the GBV Programme Specialist at the country office, as well as the Deputy Representative and International Programme Coordinator. S/h will monitor programme activities, support capacity building of various stakeholders in GBV related topics, contribute to strengthening and expansion of partnerships and coordination mechanisms in Northeast Syria, and support integration of GBV programming with other UNFPA mandate areas, such as, reproductive health and youth and resilience

You would be responsible for:

Partnerships and Coordination:

  • Lead multi-sectoral GBV sub-sector coordination under the Protection Sector at sub-national level, in close coordination with the GBV Sub-Sector Coordinator (Damascus) and protection partners. 
  • Work in close collaboration with the relevant the chairs of the various working groups/sectors, and other stakeholders to strengthen and facilitate inter-agency, multi-sectoral GBV prevention and response interventions at sub national level;
  • Provide technical support in developing and implementing a multi-sectoral and coordinated GBV prevention and response programmes to include referral and reporting mechanisms, information management, coordination, and monitoring/evaluation.
  • Represent the GBV Sub-Sector at the Protection Working Group, Coordination meetings and relevant sector clusters/working groups at the sub national level.
  • Work in close partnerships with other sectors and the protection sector, to ensure GBV and protection is mainstreamed across all sectors and clusters in the humanitarian response and recovery stages. 
  • Provide technical support in the development/strengthening of humanitarian/recovery coordination mechanisms in place at sub national level. 

Technical Support and Programming:

  • Coordinate, support and manage the coherent and effective implementation of the GBV components of UNFPA’s humanitarian and recovery response activities, using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting.
  • Provide technical support to implementing partners aimed at capacity building and institutional strengthening
  • Build knowledge and practices in relation to Gender, GBV response and prevention programming, including safeguarding, PSEA and harassment policies and procedures. 
  • Provide overall coordination, design and monitoring of UNFPA’s humanitarian and GBV programming in Northeast Syria.
  • Participate in relevant humanitarian planning and GBV programming, as necessary, including contingency planning, UN “Flash” and other emergency appeal mechanisms and recovery processes and documents.
  • Support the development/revision of GBV and gender specific and related assessment tools as well as support the integration of GBV and gender concerns into multi sectoral assessments.
  • Ensure the coordination and integration between all components of the UNFPA Programme, in particular the integration between GBV, Gender, SRH, Youth Programming and Resilience.

Monitoring and Evaluation

  • Ensure timely and high quality implementation of UNFPA’s GBV programme and effective coordination for GBV prevention and response in Northeast Syria.
  • Prepare periodic progress and annual reports (including narrative and financial reports and reports on distribution of commodities and assets) using UNFPA’s Result Based Management approach and provide a substantive analysis of related issues and way forward.
  • Develop monthly reports that capture relevant information and that support the analysis and evaluation of program progress and outcomes. 
  • Collect and compile programme activity information and provide support for the development of annual donor reports, monitoring and evaluating progress toward achievement of programme outcomes. 
  • Regularly and closely follow up with partners in the field and liaise with the programme unit on all aspects of planning, programming, implementation and review. 
  • Undertake field monitoring visits to verify quality of project activities as well as arrange periodic project assessment and review with counterparts and other partners.
  • Consolidate existing assessments on GBV and SRH situations in that setting and/or engage the displaced, returnee and host populations in conducting relevant participatory analyses, rapid needs assessments, etc.   

Programme Management and Team Management

  • Supervise GBV staff/personnel or third party coordinators at the sub-office, ensuring optimization of human and financial resources and promoting a culture of results with highest performance standards.
  • In discussion with the Implementing Partner focal person, ensure that the allocated budget and expenditures are inline with the approved work plan  in order to accomplish the programme within budget. 
  • Ensure organizational equipment and assets are maintained and used in accordance with UNFPA policies and business practice 
  • Oversee the development of action plans and help to bring innovations to programming in collaboration with various sectors/clusters and the network of UNFPA partners. 
  • Support resource mobilization and donor reporting as needed or requested.
  • Support communication and visibility activities in coordination with the Communication unit. 
  • Manage team to deliver quality programme results.
  • Represents UNFPA in Area SMT, Area HCT and other UN forums when necessary. 
  • Serve as OiC head of sub office and manages and oversees day-to-day operations when needed. 
  • Perform any other duties as assigned by UNFPA

Qualifications and Experience: 

Education:  

  • Minimum of Masters’ degree in gender and development, gender studies, population studies, public health, international development, social sciences or other related fields.

Knowledge and Experience: 

  • A minimum of 5 years of increasingly responsible relevant professional experience in gender/GBV programme implementation; 
  • Substantive knowledge and practical experience in GBV programming in humanitarian and post-conflict recovery settings;
  • Knowledge of gender issues in development, particularly GBV, SRH and youth including relevant international human rights standards; 
  • Demonstrated leadership, facilitation, and team working skills and ability to establish harmonious working relations in an international and multicultural environment;
  • Substantive experience in managing team and office representation;
  • Excellent computer literacy (windows environment, MS office applications including Word, Excel and Power-point and Internet skills); 
  • Experience and capacity in development and delivery of gender/GBV training components to government, NGO, and community level participants; and 

Languages: 

Fluency in oral and written English is essential.

Knowledge and experience working in Arabic would be an advantage.
