Result of Service

The consultant will consult and coordinate with BCH III Project Manager; this may include virtual meetings as deemed necessary. The ultimate result of the service of the consultancy is to ensure: • Updated and translated new high-quality BCH training materials as well as testing of the project’s Moodle platform (Virtual Learning Environment or VLE). • Final updated report of the BCH end of the project survey is developed providing actionable insights and recommendations for future improvements and sustainability of the BCH. • Key stakeholders of BCH in Tanzania are provided with training material on the BCH VLE and trained in identifying technical national BCH responsibilities and have a clear understanding of the common formats of BCH records and their impact on the institutional processes for creating and registering BCH information and making biosafety related decisions (e.g. registering and publishing decisions); - Ensure completeness and accuracy of basic national records (national contacts and laws/regulations) - Enhance visibility of national decisions on LMOs and risk assessment reports, when and where these exist. - Case studies on effective use of BCH Management Centre and Central Portal are applied; - National procedures and operational linkages are established to gather information to be put on BCH in line with NBFs implementation and sustainability and training plan. These procedures are set to ensure that the national data in the BCH is up-to-date, in particular, entries for national contacts; laws and regulations; decisions and declarations; risk assessment reports; - More / new national records are entered on the BCH (national contacts – focal points and contact persons, laws and regulations, decisions and declarations, and risk assessment reports) Increased participating country compliance with the BCH registering obligations;

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The UNEP Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance, and related policy issues, including those related to multilateral environmental agreements (MEAs). To fulfil its mandate, the work of the Law Division focuses on: leading the international community in the progressive developmental of environmental law; supporting States in the development and implementation of legal, institutional and policy measures that address emerging and important environmental challenges; facilitating cooperation and coordination among MEAs and between UNEP and those agreements; working with MEA Secretariats to support Parties to the respective MEAs in implementing their treaty obligations; and facilitating policy dialogue among States on issues relating to international environmental law and governance. The UN Environment-GEF Project for Sustainable Capacity Building for Effective Participation in the Biosafety Clearing House (BCH III) aims at assisting countries to strengthen capacities at national, regional, sub-regional and global levels to implement the Cartagena Protocol on Biosafety, in particular its Biosafety Clearing-House (art. 20), developed (BCH phase 3, Global Environment Fund funded project, 76 countries). The overall project goal is “To provide support to eligible parties for GEF funding in order to sustain and build capacity for effective participation in the BCH” in line with COP/MOP Decisions, specifically BS VI/5 paragraph 2f.” The Project will provide eligible Parties with updated information on effective participation in the Biosafety Clearing House through a Capacity building approach that takes into consideration four key components. Duties and Responsibilities: To achieve its objectives the BCH III Project requires a Regional Advisor Specialist to update the VLE to include materials related to the delivery of Tanzania’s BCH national workshop, additional translation and updating of BCH training materials in the VLE, updating of the BCH end of the project survey and report. In collaboration with the BCH team and under the supervision of the Project Manager, the Consultant will: 1. Provide support to Tanzania in organizing and facilitating the inclusion of material related to Tanzania's BCH workshop. This includes, preparing materials, assisting with content development, and reporting on the proceedings of the workshop. The consultant will work closely with local stakeholders to ensure the materials meets the country's specific needs and objectives within the broader framework of biosafety. 2. Updating of BCH end-of-project survey and producing a revised report based on the survey results. This includes designing the survey questionnaire, gathering and analyzing feedback from relevant stakeholders, and synthesizing findings to evaluate the effectiveness of the BCH project 3. Updating the newly developed BCH training materials on the Virtual Learning Environment (VLE) platform, with a particular focus on integrating the translated versions of the BCH training materials into French, Spanish, Arabic, Russian, and Chinese. This includes ensuring that the materials are correctly uploaded, formatted, and accessible in all languages, while maintaining consistency and quality across all versions.

Qualifications/special skills

A master's degree in Information Technology, Agriculture, Biological Sciences, or closely related area of study is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 7 years’ experience in developing training materials, teaching and coaching on projects’ management, including research and organizing national and international training workshops for capacity building, creating public awareness, reviewing impacts and plans for sustainability strategies. Experience in working with or for the UN, the Cartagena Protocol on Biosafety and knowledge of UN inter-agency processes and previous experience with a multilateral or international organization is required. Demonstrated capacity to work in a consultative manner, good networking, good inter-personal skills and team working spirit, ability to organize, analyze and synthesize different types of information in a systematic manner is desirable. Experience Regional Specialist with 7 years experience in training and working in Africa for the UNEP-GEF Biosafety Clearing House Project is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in spoken and written English and Arabic are required.
