International Consultant to Conduct Outcome/Results Harvesting

Background:

Work Description: Under the supervision of the AGGCI program coordinator and technical guidance of the monitoring and evaluation specialist and analyst at UN Women AU Liaison Office (AULO), the Consultant will be responsible for carrying out an Outcome/Results harvesting process for the AGCCI program. The consultant will work closely with the AGCCI program coordinator, and the team in Addis Ababa and the program focal persons based in the different UN Women Country Offices who will be facilitating coordination among participants of the assessment. A total of 12 program target countries including Ethiopia, Kenya, Uganda, Rwanda, South Africa, Senegal, DRC, Mali, Burundi, Mozambique, Niger and Tanzania will be part of this assessment exercise

The African Girls Can Code Initiative (AGCCI) was commissioned by UN Women, the International Telecommunication Union (lTU) in collaboration with the African Union Commission (AUC) Department of Health, Humanitarian Affairs and Social Development and Department of Women, Gender and Youth Division. It aims to train and empower young girls aged between 17-25, across Africa to become computer programmers, creators and designers, placing them on track to pursue studies and careers in Information Communication and Technology (ICT), coding among others. The initiative has four key pillars namely: (i) Coding camps, (ii) Mainstreaming of ICT, gender and coding into the national curricula (iii) National media campaigns involving role models such as women in ICT, female teachers in schools to inspire young girls to engage in the ICT sector and (iv) Use of the e-Learning platform established by ITU academy which provides young girls with continuous learning opportunities and networking.

Phase one of the AGCCI programme was supported by the Government of Denmark from 2018 - 2020 with funds amounting USD 1.6 million. During this phase, a total of 600 young girls from over twenty countries including Senegal, Burkina Faso, Burundi, Nigeria, Zimbabwe, Kenya, Ethiopia, Republic of Guinea, Egypt, Rwanda etc. were trained on the basics of coding and ICT both at national and regional level. The first regional coding camps took place in Addis Ababa, Ethiopia (2018) and second one in Pretoria, South Africa (2019). National level coding camps were also organized in Ethiopia involving girl participants from Addis Ababa, Hawassa and Adama.

The second phase (2022- March2023) of the AGCCI program has targeted a total of 11 AU Member States namely Burundi, Niger, Mali, Tanzania, Mozambique, Kenya, Uganda, Rwanda, South Africa, Senegal and DRC, with the generous funding mobilized from the Government of Belgium and Siemens AG. Implementation has been coordinated by the UN Women Liaison Office to AU and UNECA in partnership with the African Union Commission (AUC) and the International Telecommunication Union (ITU), other UN agencies and UN Women Country Offices. At national level, implementation processes have been managed in partnership with the relevant government ministries including ministry of Gender, Education and ICT/Technology to ensure gender equality, diversity and inclusion are integral parts of the second phase of AGCCI. The three ministries as key implementers have been engaged in the planning, coordination of national level activities and reporting on results and lessons learned throughout the duration of the project. Accordingly, UN Women Liaison Office seeks to engage an "International Consultant" to Conduct Outcome/Results Harvesting for the African Girls Can Code Initiative (AGCCI)

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the program coordinator and with the technical support of the monitoring and evaluation specialist at UN Women AULO and in close collaboration with the respective UN Women country offices and partners, the consultant will be responsible for the overall implementation of the outcome harvesting process for the AGCCI program. This includes designing the harvest, gathering data and draft descriptions, engage with stakeholders/ beneficiaries, analyze, interpret the data set and report writing. A total of 12 program target countries including Ethiopia, Kenya, Uganda, Rwanda, South Africa, Senegal, DRC, Mali, Burundi, Mozambique, Niger and Tanzania will be part of this outcome harvesting exercise which involves field travels to a few of the countries.

The consultant will be expected to perform the following specific duties:

Methodology of the Outcome Harvesting

Designing the Harvest: Define the scope, purpose, and key questions for the harvest. Identify who will be involved in the process. Prepare an inception report detailing the overall results harvesting protocol including the data collection methods to be employed with a detailed work plan. 


Reviewing Documentation: Collect existing reports, program documents, meeting minutes, and other relevant documents that might contain evidence of outcomes.

Develop Data Collection Tools: Develop a desk review template, individual interviews, KIIs and/or Focus Group Discussion (FGDs) and submit the draft tools for review.

Data collection: involves engaging with informants in-person through field visits as well as virtually using survey questionnaires and/or online interviews with people who can provide insights into the outcomes and the contributions to those outcomes. Collect robust data from programme beneficiaries, partners and other key stakeholders on the outcome level results achieved under AGCCI programme phase I and II (also make sure to capture the unexpected positive and negative results of the program).

Formulating Outcome Descriptions: Develop detailed descriptions of the outcomes, including what changed, who changed, when, where, and how the change occurred. Analyze the collected data set and produce a draft report formulating recommendations to feed into AGCCI phase III implementations.

Verifying Outcomes: Validate the outcomes by cross-referencing sources, seeking confirmation from independent informants, or obtaining supporting documentation.

Analyzing and Interpreting: Identify patterns, categorize outcomes, and assess the significance of the changes.

Present the Findings: Present the findings in a way that supports decision-making, learning, accountability, and strategic planning.

Produce final report: Produce the final version of the outcome harvesting report including documentation of case studies. 

DURATION OF THE CONSULTANCY

The assignment shall span a period of two months (eight weeks) starting from the date of recruitment (first week of February).

PAYMENT MILESTONE
The consultant shall receive a negotiated lump sum fee on an installment basis upon satisfactory performance and delivery of the tasks under this TOR.

Functional Competencies:

Strong programme formulation, implementation, monitoring and evaluation skills
Strong knowledge of Results Based Management and Results Reporting and have similar experience in conducting outcome harvesting/outcome mapping

Required Qualification
Education:
Master’s degree or equivalent in law, gender equality, Demography, social sciences or other related areas is required.
Certification in project/programme management would be an added advantage

Experience and competencies:
At least 5 years of progressively responsible experience at international level in coordinating and managing results (outcome/impact) assessment of multi-country programme interventions in collaboration with regional and national partners
Experience in coordinating, implementing, monitoring and evaluating development programs and projects;
Experience in designing and conducting impact assessments using both qualitative and quantitative methods in the context of multi-country/continental development programs
Previous experience working in the UN system is an asset.
Experience in leading/working with a diverse team is an asset.

Language Requirements:

English (Mandatory), Level – Fluent
Working knowledge of the French is also mandatory
