Result of Service
Type of Contract and duration: Temporary project funded post. Applicants have to complete the Personal History Profile (PHP) in Inspira in order to be considered. The PHP should be completed with full relevant work experience as per the requirements in the Job Opening, in order to be considered. Duties and Responsibilities
1. Review Existing Policies related to Hospitalization • Analyze UNRWA’s hospitalization policy as part of the wider health services provided by UNRWA to different target groups; • Gather documentation and analyze policies of the tariff structure developed by the Ministry of Public Health; • Conduct thorough analysis on hospitalization policies through a priori-assessment and a posteriori evaluation where policy gaps will be identified and recommendations will be raised; • Review and assess the current cost-picture for hospitalization services, both from the Agency’s perspective as well as for the recipients; • Monitor and track ongoing hospitalization transactions where and when required; • Assess the needs of the population with respect to hospitalization services and prepare an evidence-based overview of the services provided to Palestine refugees vis a vis the services provided by the Ministry of Public Health in Lebanon; • Map the different funding streams within the Lebanese context; • Develop analysis and research in relation to improving policies related to health services provision; • Meet and consulate with related national entities (Ministry of Public Health and other relevant entities), as well as the World Health Programme, as part of the review process to get a better understanding of the status, challenges and bottlenecks; • Participate in relevant sector meetings and/or working groups; • Conduct a review of the global best practices in improving healthcare sector, particularly with relevance to the challenges encountered in (Palestine) Refugee Camps. 2. Draft addendum policy documents and white papers related to relevant healthcare policies of UNRWA • Review, assess and improve documentation gathered: • Revise hospitalization policy document; • Develop a clear plan on the main research gaps; • Develop actionable recommendations based on cost-benefit analysis. • Develop a detailed action plan on engagement with relevant institutions for the implementation of the policy research; • Ensure that final report and result aligns with the Hospitalization Support Program policies and health infrastructure of the Ministry of Public Health; 3. Communication and outreach • Present the developed “Actionable Recommendation” and “encompassing relevant reform addendum” hospitalization policy to the Chief of Health in Lebanon Field Office and if applicable to the Director of Health in UNRWA HQ; • Solicit feedback and comments and address them by validating the findings; • Present research conclusions as well as the white paper findings to relevant stakeholders; • Participate in thematic discussions; • Coordinate and liaise with different national public entities and academic institutions. The project is expected to be completed within 8 months, with specific milestones.
Qualifications/special skills
Advanced university degree (Master’s or equivalent) from an accredited educational institution in hospitalization policy, health services, public administration, programme management, social sciences, or any related subject At least three years of progressively responsible and relevant experience in the field of public administration, research, health public policy, programme or project management is required. Unless already serving as an international staff member in the UN Common System, is required. at least two continuous years of relevant international experience outside UNRWA and outside the country(s) of citizenship is required. Experience in a complex setting is required
Languages
Excellent command of spoken and written English and Arabic.
