Established in 1951, IOM is a related organization of the United Nations, and as the leading UN agency in the field of migration, IOM works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
Operational in Indonesia for more than 40 years, IOM Indonesia is working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance, and Resettlement and Voluntary Returns.
IOM Indonesia aims to ensure quality of care for refugees and asylum seekers referred to IOM by the Government of Indonesia according to applicable international humanitarian and human rights standards. IOM also contributes to the increased protection of vulnerable groups of displaced persons, such as unaccompanied migrant children (UMCs), victims of sexual and gender-based violence, pregnant women, and the elderly, among others, through referral mechanisms involving the active participation of specialized state and non-state service providers.
Under the overall supervision of the Sr. Programme Coordinator and direct supervision of the Field Coordinator, and in close coordination with Community Accountability Coordinator, as well as Programme Managers, and Resources Management Unit in Jakarta, the Head of Sub-Office will be responsible and accountable for supporting the overall administration of the Sub Office, as well as for supporting the coordination of the IOM programming in line with IOM policies, standards and commitments. This includes working closely with the Community Liaison Officers (CLOs) in the Sub-Office.
Responsibilities
Responsibilities and Accountabilities
- Support maintaining strong, collaborative relationships with IOM stakeholders, including government, multilateral organizations and NGOs;
- Serve as liaison focal point between the Jakarta management team and local government including regularly liaising and providing updates to key senior officials at local, provincial and district levels; supporting the regional Refugee Task Force; preparing and following up on official communications and other partners; maintain a record of all meetings and correspondence with counterparts.
- Monitor local or regional events and development, including through local media, that may potentially affect IOM programming; stay abreast of government publications, plans and decrees; prepare abstracts and summaries as necessary.
- Co-chair the regular monthly and weekly meetings with the CLOs with a view to enhance the case management approach on the RCA programme and relevant activities and emerging issues.
- Monitor IOM activities in the areas of responsibility with a view to ensuring all assistance and services meet agreed standards; recommend solutions to gap areas and work in conjunction with relevant staff to coordinate their implementation;
- Provide support in planning and carrying out the financial, procurement, logistics, human resources and other aspects of implementation in accordance with the IOM’s rules and regulations;
- Provide support in ensuring relevant and timely reporting including through the RAMS.
- Report on security incidents in a timely manner and respond in coordination with the security officer in Jakarta and other relevant colleagues;
- Maintain close communication and coordination among all the staff to promote teamwork, synergies and efficiencies in programme implementation ;
- Contribute to the design, implementation, and monitoring of RCA programme and other projects and relevant activities;
- Support conflict resolution process, when arisen, by documenting ,observing and supporting with other relevant stakeholders such as local authorities, and provide timely update and reporting.
- Undertake travel duties as necessary;
- Perform other duties as may be assigned.
Qualifications
Required Qualifications and Experience
EDUCATION
- Master’s degree/ Postgraduate in Political, Law, Social Science, International Relations, Social Work, Public or Business Administration, and has relevant training and managerial experience, or;
- University Degree in above field with at least 2 (two) years of relevant experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
- Indonesian National with good knowledge of, and experience in managing programme & operational activities;
- Has relevant working experience, preferably in project implementation support, training delivery, capacity building is an advantage;
- Has experience supervising staff and build the capacity of staff as well as coordinate administrative activities. Ability to successfully lead and coach individuals;
- Experience in working on migration management activities, with exposure to Imigrasi processes, as well as beneficiary context;
SKILLS
- Ability to identify needs and proven ability to implement and monitor programmes;,
- Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations;
- Ability to prepare clear and concise reports in English;
- A high degree of computer literacy is required.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and Bahasa Indonesia is required (oral and written).
