DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Throughout its nine field offices and a workforce of 270 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the Job:

Overall

The role will be primarily field based to lead the execution of NTS and EORE activities according to DRC’s Implementation Plan and YMACC’s Task Orders and to provide support on reporting field activities through IMSMA Core. The HMA Officer will uphold all DRC SOP’s and CoC and report any issues that are witnessed.

 

Responsibilities: 

  • Prepare the NTS/EORE Team Weekly Plan following the Monthly Plan prepared by HDP TL
  • Conduct daily monitoring on task assigned to HMA Officer under his/her supervision
  • Carrying out designated NTS and EORE activities as in accordance with DRC HDP SOPs.
  • Ensure that daily NTS and EORE reports are prepared, briefed and shared with HMA Officer, IM Officer and HDP TL/Manager for a Quality Assurance/Quality Control, prior submission to IMSMA Core.
  • Accept and update NTS and EORE reports in accordance to QA/QC Reports and monitoring visits from HDP Manager and Operations Manager.
  • Test and control all equipment before starting daily work.
  • Assist the HDP Manager in recording and producing minutes of operational meetings.
  • Liaise with DRC Safety regarding permissions, access, and safety assessments of task site locations.
  • Update of Operational Maps/Board and the location of Mine Action Teams. 
  • Oversee DRC HDP communications SOP at all times to ensure regular contact with Radio Operator while transiting to and/or deployed in the field using all available means.
  • Ensure to comply with Medical SOP while HMA Officer and Medic conduct the periodical equipment checks and all unserviceable/deficient items are reported and on direction of Operations Manager authorizes Teams to raise repair or replacement Purchase Requests.
  • Assist in the collation and recording of all training undertaken by all operational personnel.
  • When requested, accompany HDP Manager while attending stakeholder meetings, liaison with national/local authorities regarding task planning and implementation.
  • Perform such other duties as may be assigned by the HDP Manager

 

About you

To be successful in this role you must have:

Experience and technical competencies:

  • Experience leading/monitoring of teams. 2 years.
  • Experience in NTS/EORE. 3-4 years.
  • Experience of working in challenging and insecure environments. 5 years.
  • Diplomatic, patient and persistent.
  • Must be able to read and write.
  • Must be in good physical condition and health.
  • Must have good communication skills.

Education:

  • NTS and EORE certificates
  • IM Certificates (desirable)
  • Other Mine Action Certificates (desirable)

Languages:

  • Arabic (fluent)
  • English (Advanced)

  • YMACC QA team
  • IRG forces on West Coast

We offer

DRC will offer the successful applicant a contract until June 2025, renewable dependent on both funding and performance. You must be available to start work as soon as possible, and be willing and able to work in Mocha.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (Non-Manager H2) and will be reporting to HMA supervisor.
