About NRC:

The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC in the Islamic Republic of Iran:

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling, and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in the country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve the rights of the displaced.   Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran's efforts towards an estimated 3,6 million Afghans residing in the country and is expanding its programme unit.

Role and responsibilities

The following is a brief description of the role.

Generic responsibilities:

  • Implement ICLA project portfolio according to strategy, plan of action, budget and plans
  • Ensure adherence with NRC policies, tools, handbooks, guidelines and donor requirements
  • Coordinate with partners and stakeholders
  • Prepare and develop status and ICLA related reports as required by management
  • Identify protection needs and gaps
  • Ensure proper filing of documents and database
  • Ensure that projects target the most vulnerable right holders and explore and assess new and better ways to assist
  • Promote and facilitate the introduction of new methods and approaches in order to improve the quality of activities.
  • Promote the rights of refugees and displaced in line with the advocacy strategy
  • Identify and report protection needs and gaps, explore and propose new and safer ways to 

Specific responsibilities 

  • Regular follow up on legal status of cases referred to ICLA unit.
  • Draft relevant letters, regularly distribute bon cards to ICLA project participants and provide them with payment, relevant information, counselling or legal assistance
  • Conduct counselling, info sessions or providing legal assistance to refugees.
  • Conduct regular interviews with cases referred to NRC by partners, needs assessments, implementation monitoring and evaluation.
  • Conduct interviews and filing relevant documents as part of assessment of vulnerability of cases referred to NRC by partners.

Competencies

Professional competencies

Generic professional competencies:

  • Minimum first level university degree in law or related disciplines
  • Desirable to have at least 2 years of working experience relevant in a humanitarian/recovery context/private sector with community related works.
  • Fluency in native proficiency in Persian, written and spoken.
  • Desirable to have fluency in English. 
  • Documented results related to the position’s responsibilities.
  • Experience from working in complex and volatile contexts.

Context related skills, knowledge and experience:

  • Excellent communication and interpersonal skills
  • Good knowledge of the Iranian legal system and relevant international legal instruments
  • Updated knowledge of the humanitarian context in Iran
  • Desirable to have Kerman contextual knowledge.

We Can Offer

Contract: 3 month probation with possibility of extension

Salary: based on NRC grade structure- This position is grade 4 of the organizational grading and structure 

Duty Station: Iran-Kerman with field visit (40%) to the provinces where NRC Area South is operating (Such as other areas/towns within Kerman Province, Hormozgan, Sistan & Balouchestan and Yazd)
