Overview of position
  • The Disarmament, Demobilization & Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the government of Ethiopia & the Tigray People's Liberation Front (TPLF) on the 2nd November 2022 in South Africa. 

  • For the implementation of DDR in Ethiopia, the National Rehabilitation Commission (NRC) was established with the council of minister regulation number 525 / 2022 & with amended regulation number 541 / 2023 of the federal democratic republic of Ethiopia. The core mission of the commission is stabilization of the society & recovery of the economy for sustainable peace & enhancing human security through designing, planning & implementing the demobilization & sustainable reintegration of more than 370 thousand former combatants into civilian life across seven regions of Ethiopia.

  • Reporting to & under the supervision of the Deputy Commissioner, Demobilization & Reintegration (NRC), the DDR Centre Coordination Advisor is responsible for providing technical & operational advice & support on the DDR Centre program.

Role objectives
  • Advising on the development & implementation of DDR centre strategies, policies & frameworks.

  • Conducting assessments of DDR centre' needs, vulnerabilities, capacities & risks to inform program design & implementation.

  • Providing technical assistance & guidance to national & local authorities, security forces, civil society, community leaders & other stakeholders on planning, implementation & monitoring.

  • Facilitating dialogue, engagement & cooperation among all relevant actors to ensure coordination, collaboration & coherence in the DDR process.

  • Supporting the establishment & management of DDR programs, structures & mechanisms, including registration, verification, identification & packaging of combatants.

  • Designing, delivering individual & community based reintegration activities, such as skills development, education, employment, health, psychosocial support & socio economic reinsertion.

  • Ensuring gender mainstreaming & inclusion of vulnerable groups, such as women, girls, youth & persons with disabilities, in all aspects of the DDR process.

  • Monitoring, reporting & evaluating DDR programs, activities & outcomes, including impact on peace, security & development.

  • Conducting capacity building & training activities for national & local DDR personnel & stakeholders.

  • Providing strategic & technical advice to stakeholders & partners on DDR related issues.

  • These duties & responsibilities may vary depending on the context & level of the DDR program.

Project reporting

Reporting to & under the supervision of the Deputy Commissioner, Demobilization & Reintegration (NRC).

Key competencies
  • Graduate degree in social sciences, international development, conflict resolution or peacebuilding.

  • At least 4 years (with a bachelor’s degree) or 2 years (with a master’s degree) of combined & relevant experience in managing & implementing DDR programs.

  • Knowledge of DDR processes, policies & practices & excellent communication & interpersonal skills.

  • Proven track record of coordinating & facilitating assessments, planning, implementation & monitoring of DDR programs in conflict affected contexts.

  • Demonstrated experience in working with national & international partners, including government officials, civil society, donor agencies & other stakeholders.

  • Strong analytical & problem solving skills to identify potential obstacles & address them in a timely manner & ability to work under pressure & with limited supervision.

  • Fluency in English & Amharic is required.

This role has no team management responsibility.
