Overview of position

The project will be managed by Creative Business Consulting (CBC) Pvt Ltd & Committed to Good (CTG) for their client (United Nations / UN agency). It will involve collaboration with key stakeholders to ensure the successful implementation of projects in Pakistan. The project will be implemented in close collaboration with the client of CBC / CTG, who will manage the related hiring & administrative operations in Pakistan.

Role objectives

Context & risk analysis:

  • Develops & updates the country security profile, analysing socio political, criminal, health risks & other threats.

  • Conducts security assessments across all provinces with CBC / CTG operations & maintains an updated risk analysis matrix.

  • Builds & maintains relationships with key local stakeholders for intelligence gathering & situational awareness.

  • Monitors, tracks & reports on security incidents involving CBC / CTG personnel, ensuring timely responses & updates to senior management.

Security plans & procedures:

  • Drafts, implements & manages security policies, SOPs & contingency plans tailored to local conditions.

  • Provides security advice to senior management & recommend updates to the country security plan.

  • Designs & sets up a security communication system (warden system) for CBC / CTG staff.

Daily security management & crisis response:

  • Ensures field staff adhere to security protocols & mitigate risks through clear communication & preparedness.

  • Monitors compliance with MOSS (UN) & implements security upgrades as needed.

  • Adapts crisis management protocols to local circumstances & acts as a key member of the crisis management team.

  • Manages emergency preparedness & response, including planning for & facilitating, when required during crises or high risk events, evacuation & relocation procedures for staff.

Training & communication:

  • Conducts security briefings & train national staff to enhance awareness & responsibilities.

  • Provides mandatory security briefings to international staff when deployed or on visit. 

  • Ensures clients & consultants are well informed on security matters, providing regular updates & ensuring compliance with CBC / CTG's security protocols.

Security network & stakeholder engagement:

  • Builds a network of security contacts & engages with UN agencies, local authorities, NGOs & other key stakeholders in Islamabad, Karachi, Lahore, Quetta, Peshawar, Mirpur, Sukkur & Hyderabad areas.

  • Collaborates with the Regional Director & country management team to secure access & builds stakeholder relationships.

Other tasks as assigned including but not limited to:

  • Field risk assessments (CBC / CTG offices) especially regional sub offices.

  • Incident management support.

  • Local intel / alerts.

  • Refresher safety induction training.

  • Emergency procedures review & updates.

  • Develop emergency response plans for key locations.

  • Local NISA clearance through background checks.

  • Ultra localized intel.

  • Establish whatsapp / skype groups & warden system etc.

  • Monitor staffs whereabouts.

  • Static location tracking & updates.

  • Staff movement planning & approval via ‘safe trip’.

  • Incident management & response (local coordination & management of 3rd parties including clients Security Managers).

  • Liaising closely with the CBC / CTG security & risk management team to ensure CBC / CTG's high standard of Duty of Care (DoC) is consistently applied.

  • Liaising closely with UN security representatives in Pakistan for IOM, UNOPS, WFP & as well as other INGOs & NGOs operating in the region.

  • Ensuring all staff operate in compliance with company policies, procedures, report infractions without delay to the Country Manager & keeping the Regional Director & Global Risk Manager in cc on all emails.

Project reporting

This role reports to the Regional Director.

Key competencies
  • Bachelors in political science, international relations, risk management or a related field, a  masters degree is an advantage.

  • Strategic thinking & the ability to provide leadership in high pressure, rapidly changing environments.

  • Demonstrated ability to manage & motivate diverse teams.

  • Excellent communication, reporting skills & strong stakeholder management abilities.

Team management

Team management experience is desired for this role.
