Senior Finance Officer - Programmes
Job Description:
IUCN Oceania is dedicated to marine conservation and biodiversity conservation for sustainable development including through IUCN’s Marine programme and integration of biodiversity into development. The Senior Finance Officer for Programmes plays a strategic role in ensuring financial accountability and sustainability of these programs. This involves managing finances in line with donor requirements, budget oversight, and transparent reporting. The position also engages with global funds like the GEF and GCF, necessitating a deep understanding of environmental project finance and the unique socio-economic context of Pacific Island countries.
Key Responsibilities:
• Programme-Specific Financial Management:
o Projects for the Marine Programme and the and BioDEV2030:
? Maintain comprehensive financial records for these projects, including stakeholder agreements, budgets, policies, procedures, and all relevant supporting documentation.
? Manage financial reporting to donors and stakeholders for these projects.
? Conduct compliance assessments of financial submissions from implementing partners and grantees, and provide capacity building.
? Manage the financial planning, monitoring, and analysis of liquidity and performance for these projects.
? Oversee all project agreements, ensuring adherence to timelines, reporting schedules, and audit requirements.
? Prepare financial reports for project managers as required.
? Conduct site visits to review financial compliance, train on IUCN policies, donor guidelines, and taxation matters.
? Manage asset registers and audit engagements specific to these projects.
? Prepare and disseminate periodic performance management reports.
? Assist in ABC list planning for sustainability of these projects.
? Manage the Project Portal to ensure data accuracy and compliance with Headquarters requirements.
? Provide financial advisory on all matters related to these projects.
o Support for GEF/GCF:
? Similar responsibilities as above tailored to the specific needs and requirements of
GEF/GCF projects.
• General Responsibilities (as part of other duties):
o Supervision of programme-related financial staff outputs.
o Analysis of financial statements with programme-specific recommendations.
o Review and monitoring of programme budget performances.
o Review of internal controls and recommendations for improvements in programme finance.
o Assist in implementing financial management systems for programme efficiency.
o Contribute to programme management systems enhancement.
o Support procurement processes related to programme activities.
o Line management for finance staff involved in programme finance.
o Support internal and external audits focused on programme operations.
o Capacity development for programme staff on financial policies.
o Serve as the finance focal point for programme-related matters with Headquarters.
o Assist in contract reviews relevant to programme finance.
Additional Duties:
• Perform other finance tasks as required to support the broader ORO finance operations, ensuring the smooth and efficient functioning of the Finance unit.
