Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is leading the global efforts related to the Women, Peace and Security (WPS) agenda. One of the key areas of work for the UN Women Jordan Country Office (CO) is providing technical support to Jordanian National Commission for Women (JNCW) and other government stakeholders such as Jordan Armed Forces (JAF) and Public Security Directorate (PSD) and Ministry of Education (MoE) in the implementation of the Women, Peace, and Security (WPS) agenda, including the Jordanian National Action Plan (JONAP) on United Nations Security Council resolution (UNSCR) 1325 on Women, Peace and Security (WPS). To promote the WPS agenda, JONAP advances gender equality and women’s empowerment while also responding to Jordan’s latest security challenges. JONAP priorities align well with other national development priorities and with Jordan’s commitments to promote and respect human rights, justice, equality, and participation embodied in various national frameworks such as National Strategy for Women 2020-2025, Gender Mainstreaming Policy, Jordan Response Plan for the Syria Crisis 2020-2022 and Comprehensive National Plan for Human Rights 2016-2025.

JONAP II is built upon lessons learned and applied from JONAP I, such as the importance of: working across various sectors to create more leadership roles for women; working across various ministries to mainstream gender equality in the context of women, peace and security; forming smart partnerships with civil society and women’s organizations to deliver gender-sensitive services; taking into account the needs of all Jordanians, including those most marginalized; including young people as well as men and boys in efforts to mainstream gender equality; working with the educational sector to revise and reform curricula to portray a more gender- inclusive perception of girls’ and boys’ roles; working with the judicial sector to train judges and related personnel on handling gender-based violence cases in a fair, just and transparent manner; and harnessing the influence of the media to convey these messages of equality, diversity and inclusion.

Jordan has contributed to gender mainstreaming in UN peacekeeping missions by increasing the number of women
for the last four years. Women’s participation has increased from 13 per cent in 2018 to 16 per cent by 2022 for JAF and from 3.6 per cent in 2018 to 10 per cent in 2022 for PSD (from 34 to 100 women). The Government of Jordan (GoJ) boosted the national ownership of the WPS agenda and drafted the JONAP II phase (2022-2025) with coordination from the JNCW, political backing from the Inter-Ministerial Committee for Women’s Empowerment (IMC) and technical support from UN Women. UN Women will continue providing technical support to implement the JONAP II in partnership with JNCW and national stakeholders through the pooled fund modality, including providing technical support to JAF and PSD in continuing the gender mainstreaming in their policies and operations and implementing the GMS and respective work plans under JONAP II.

Objective of the Assignment: 

In order to support Ministry of Education and strengthen their institutional capacities in implementing their Mainstreaming Gender Equality Strategy 2018-2025 in line with their annual work plans under JONAP II, UN Women is planning to hire an international consultant to support MoE in interventions related to outcome 4: Young men and women promote gender equality and the prevention of gender-based violence, discrimination and violent extremism / output 4.1: Ministry of Education and National stakeholders have the capacities to review the educational policies and ensure teaching and learning content is free from gender bias and stereotypes. The consultant will be reporting to Women, Peace and Security (WPS) Programme Specialist, and will be supported by WPS Programme Analyst, who will be the point of contact on the contract and payment issues. 

Description of Responsibilities/ Scope of Work

  1. Conduct an impact study to assess the perceptions of teachers and parents for the previous work implemented during JONAP I regarding curriculum review with special attention to the understanding of gender related concepts. The study will cover the three regions of the kingdom: North, middle and south through the conduction of focus groups, questionnaires, and interviews.
  2. Conduct ToT for two additional teams of Gender and Curriculum Task Force members (GCTF). The ToT will cover concepts of gender, gender analysis, gender tools in reviewing educational curricula.
  3. Conduct series of capacity building for the newly established teams.
  4. Conduct awareness-raising workshops for Gender Focal Points in the different directorates.
  5.  Prepare a policy paper in full consultation with National Center for Curriculum Development (NCCDM).
  6. Support the Gender Focal Points (supervisors) in conducting two-day awareness workshops for councilors in their directorates on topics such as "gender concepts, gender analysis, gender needs, and gender-based violence." These workshops are crucial as councilors play a key role in the implementation of all activities related to gender-based violence (GBV) and should be actively involved in awareness sessions for students and parents.

Functional Competencies:

Required Qualifications:

Education and Certification:

  1. Master’s degree or equivalent in Education, Curriculum Design, Social Sciences, Development or a related field is required.
  2. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  1. At least 5 years of experience in education systems and curriculum development is required.
  2. Experience in working in an area related to gender equality is required.
  3. Experience in capacity building, including training needs assessments, design and facilitation is required.
  4. Experience working on gender integration into the education system in Middle East region is required.
  5. Experience working with government stakeholders and international development organizations in Middle East is required.
  6. Excellent analytical skills with strong drive for results and capacity to work independently is required.

Languages:

  1. Mother tongue is Arabic – Native Arabic speaker is required
  2. Fluency in English and Arabic is required.
  3. Knowledge French any other UN official language is an asset
