Functional Responsibilities
Purpose and Scope of Assignment
The Programme Management - Senior Officer (Consultant for digital public infrastructure) is responsible for serving as the primary point of contact for all project stakeholders, including Working Group members, the Advisory Group, and participants in various events and consultations. The consultant ensures the smooth planning, execution, and monitoring of DPI initiatives within scope, budget, and timelines; organizes key convenings; collaborates on the development of the DPI Safeguards Framework; and coordinates the integration of local implementation feedback. Under the guidance and with close collaboration with the Head of Programme, responsibilities include:
Stakeholder Engagement:
- Supports the Public Call for Nominations on the formation of DPI Working Groups, including its selection process
- Liaises with Working Group members and supports the conduct of working sessions and workshops
- Supports the establishment of strategic partnerships, engaging stakeholders to build consensus and secure support for key objectives
- Participates in relevant meetings, conferences, and consultations.
- Supports the planning, execution, and monitoring of the DPI Initiatives workstreams, ensuring their successful delivery within scope, budget, and time.
- Supports the organisation of convenings and the co-creation of the DPI Safeguards Framework
- Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above.
- Supports conducting analysis of existing DPI initiatives, identifying gaps and areas for improvement.
- Supports the development of comprehensive strategies and conceptual frameworks for DPI Initiative
- Supports DPI framework development process.
Education/Experience/Language requirements

a. Education
- Advanced University degree (Master’s degree or equivalent) preferably in Public Administration, Computer Science, International Development, Law or related area with 2 years of experience or
- A first-level university degree (Bachelors degree or equivalent) in Public Administration, Computer Science, International Development, Law or related area with 4 years of experience are required.
Required
- Relevant experience is defined as experience in technology related roles, digital transformation, or supporting digital initiatives.
- At least one (1) year of experience in international organizations.
- At least one (1) year of experience working on emerging technologies and concepts like AI, Open Source, Digital Transformation.
Desirable:(The following experience is optional. Candidates who do not have it are welcome to apply)
- Experience in a DPI safeguards related field such as human rights online, e-government, digital diplomacy is desirable.
c. Languages
- Fluency in English ( write, read, speak) is required.
- Knowledge of another official United Nations language is an asset.
