Overview of position

Background Information Pakistan:

Committed to Good – CTG is working in Pakistan through their local registered Partners “Creative Business Consulting (Pvt) Ltd.  They are providing services to their clients (United Nation/UN Agency) to make significant strides in promoting sustainable development, aiding the federal and provincial government in SDGs attainment, and establishing itself as a reliable provider of efficient services for development programming around Climate Adaptation, Basic Service Delivery and Energy Efficiency, Operational since 1999. The client (United Nation/UN Agency) is part of the Sri Lanka Multi-Country Office in the Asia Pacific Region.

Role objectives

Key Responsibilities:

The Assistant Water Engineer's duties include, but are not limited to:

● Assist in conducting technical assessments with the contractor before commencing work and notify the lead engineers of any scope changes.

● Support the lead engineer in assessing targeted activities.

● Assist the lead engineer in coordinating with the Public Health Engineering Department, Tehsil Municipal Administration, government officials, law enforcement agencies, local authorities, and school headmasters/headmistresses to ensure smooth project implementation.

● Facilitate enumerators in gathering field information for training needs assessments.

● Support the WASH team in planning and conducting surveys.

● Support the contractor’s daily work on-site, ensuring quality assurance and adherence to provided parameters.

● Document all field issues and report them to the lead engineers for timely resolution.

● Notify lead engineers of any urgent issues arising during construction.

● Assist in implementing comprehensive Health, Safety, Social, and Environmental (HSSE) procedures, including:

● Monitoring the contractor’s HSSE practices.

● Assessing and addressing HSSE risks and issues.

● Conducting weekly risk reports and training sessions (toolbox talks) to improve HSSE practices.

● Reporting HSSE incidents and participating in incident investigations.

● Managing the emergency contact list and ensuring the availability of PPEs, first-aid kits, and fire extinguishers.

● Report to lead engineers using the remote monitoring system (RMS) after training, ensuring accurate data entry on assessments and performing works while seeking instructions when needed.

● Verify that implementation works comply with approved specifications, drawings, and BOQs, conducting regular quality checks.

● Perform any other tasks as assigned.

Reporting:

● Submit a daily report on material quality, processes, and compliance with BOQs.
● Provide a weekly progress report to the lead engineer, including updates on work progress, identified issues, actions taken, risks, and corresponding mitigation measures. ● Assist lead engineers in documenting lessons learned.
● Report any deviations from the original design, structure, or plans.
● Monitor and report progress based on the contractor’s submitted implementation plan.
● Submit a weekly Health, Safety, Security, and Environmental (HSSE) report for each site. Training:
● Support in delivering capacity-building technical training to the end users on the working and O&M of the WASH interventions.
● Facilitate the monitoring of training in accordance with the capacity-building plan and training documentation.
● Support follow-up activities post-training implementation, including refresher sessions.

Education/ Experience/ Language requirement:

Education:

● Secondary School education, preferably supplemented by technical or university engineering courses in a field related to civil works, WASH and Water resources.

● A diploma in Civil Engineering, Water Resources, Environmental Engineering, or a similar field may substitute 2 years of work experience

● Bachelor's degree in Civil Engineering, Water Resources, and Environmental Engineering with 2 years of work experience is desirable


Experience:

● Minimum of five years of relevant professional engineering experience in WASH.

● Experience in assessment, specification preparation for water and sanitation components, and development of tendering documentation for building design and construction.

● Proven experience in monitoring the construction of toilets, tube wells, RO systems, surface water storage, and treatment facilities.

● Proficiency in engineering software (AutoCAD etc), is an advantage.

● Knowledge of the design and operation of solar power plants is required.


Language:

● Good working knowledge of English, both spoken and written.

● Fluency in Urdu or local language or Sindhi is desired.

Project reporting
