SENIOR PROGRAM OFFICER, SOLOMON ISLANDS

INTRODUCTION

 

The Global Green Growth Institute (GGGI) is a treaty-based international, intergovernmental organization dedicated to supporting and promoting strong, inclusive, and sustainable economic growth in developing countries and emerging economies. For more information, please visit the GGGI website.

GGGI began its operations in the Solomon Islands in 2019, focusing on capacity building, renewable energy, inclusive development, and climate change adaptation. Key achievements include the launch of the Solomon Islands Low Emission Development Strategy in 2023 and advancements in climate finance, green entrepreneurship, and climate resilience.

GGGI is now implementing the Strengthening Inclusive Adaptation Capacity in Solomon Islands (SIAC-SI) project, which aims to enhance the country’s capacity to adapt to climate change through systematic vulnerability assessments, development, and implementation of the National Adaptation Plan (NAP), and resource mobilization. Additionally, GGGI supports other ongoing initiatives in green growth, climate finance, and inclusive development in collaboration with national and provincial stakeholders.

To ensure the successful delivery of the SIAC-SI project and oversee other projects in the Solomon Islands, GGGI seeks a highly qualified and motivated Senior Program Officer to join its team

 

PURPOSE

  • The Senior Program Officer will lead the implementation of the SIAC-SI project while providing strategic oversight for other GGGI initiatives in the Solomon Islands. This includes managing multidisciplinary teams, engaging diverse stakeholders, mobilizing resources, and building institutional capacity to achieve impactful and sustainable results.
  • In addition to focusing on the NAP development and SIAC-SI project, the Senior Program Officer will oversee other ongoing and upcoming GGGI initiatives in the Solomon Islands, ensuring alignment with GGGI’s strategic framework and maintaining operational excellence across projects.
  • This position will report directly to the Country Representative and collaborate with the GGGI Regional and Headquarters teams. The Senior Program Officer will also manage the Solomon Islands project team and provide leadership to ensure operational efficiency and programmatic success.

 

ENGAGEMENT

  • Foster strong relationships with the Ministry of Environment, Climate Change, Disaster Management, and Meteorology (MECDMM) and other government agencies to ensure effective project implementation and ownership.
  • Serve as the primary liaison with the Australian Department of Foreign Affairs and Trade (DFAT), the project’s donor, and other development partners.
  • Represent GGGI in national and provincial forums, ensuring visibility and alignment with Solomon Islands’ climate adaptation priorities.
  • Supervise and mentor the Solomon Islands project team, promoting a culture of excellence, teamwork, and accountability.
  • Engage with other international donors, civil society organizations (CSOs), local communities, and the private sector to ensure inclusive project implementation.
  • Maintain high-level coordination with stakeholders involved in other GGGI projects in the Solomon Islands to ensure resource sharing and avoid duplication of efforts.

 

DELIVERY

  • Develop and manage project work plans, budgets, and MEL frameworks, ensuring all deliverables are met on time and within scope.
  • Oversee the drafting and finalization of the National Adaptation Plan (NAP) and ensure its integration into national policies.
  • Facilitate the Solomon Islands Integrated Vulnerability Assessments (SIIVA) and ensure findings inform adaptation strategies.
  • Develop a pipeline of climate adaptation investments, leveraging international climate finance mechanisms and engaging the private sector.
  • Monitor project performance, address risks proactively, and provide actionable recommendations for improvement.
  • Prepare high-quality reports, policy briefs, and financial updates for stakeholders, ensuring transparency and accountability.
  • Ensure all projects comply with GGGI’s safeguards, including GEDSI (Gender Equality, Disability and Social Inclusion) and environmental standards.
  • Provide strategic guidance for other GGGI projects, ensuring alignment with the organization’s regional and global strategies.

 

REQUIREMENTS

QUALIFICATIONS

  • Master’s degree in Climate Change, Environmental Management, International Development, Public Policy, Project Management, Environmental Engineering or a related field.
  • At least 8-10 years of relevant professional experience, including program management, stakeholder engagement, and resource mobilization with a minimum of two (2) years of living and working outside of home country
  • Demonstrated experience working on climate adaptation, NAP development, or related projects in developing countries, preferably in the Pacific region.
  • Proven ability to lead and manage multidisciplinary teams in a cross-cultural environment.
  • Strong understanding of GEDSI principles and their application in climate adaptation projects.
  • Fluency in English is essential. Knowledge of Solomon Islands Pijin or other Pacific languages is an advantage.

FUNCTIONAL

  • Strong project management skills, including planning, budgeting, and monitoring.
  • Excellent communication, negotiation, and stakeholder engagement abilities.
  • Proficiency in Microsoft Office and project management tools.
  • Familiarity with international climate finance mechanisms (e.g., Green Climate Fund, Adaptation Fund).
