Overview of position

Under the overall supervision of the CS Program Coordinator and under the direct supervision of the Livelihoods and Early Recovery Officer, the livelihoods technical assistant will be responsible in providing assistance to implement and follow up the livelihood's initiatives implemented by IOM in Libya under the Community Stabilization Unit.

Role objectives
  • Support the Livelihoods and ER Officer in planning and managing the livelihoods and social cohesions tasks in close coordination with relevant Project partners, such as governmental authorities, national and international agencies and diplomatic missions, working groups and partner NGOs.   

  • Provide technical inputs for the effective implementation of the projects through developing work plans, objectives, and plans for monitoring and evaluation of the process, and resolving all challenges that arise in the process. 

  • Plan and implement capacity-building activities for service providers to enhance their ability to deliver effective services. Ensure proper monitoring and evaluation (M&E) of the service providers' performance and provide regular feedback and guidance for continuous improvement.

  • Coordinate and submit weekly administrative (Procurement, operational and M&E) updates to project management of all ongoing and planned activities. Flag any issues that may impede smooth activity implementation.

  • Follow up on the operational and technical activities of cash-based interventions( CBI) on the ground. Ensure that these activities are executed according to the project plans and meet the required standards of efficiency and effectiveness.

  • Provide periodic progress reports on the social cohesion and livelihood components, ensuring they are integrated and cross-cutting with other thematic areas. Highlight successes, challenges, and lessons learned to inform continuous improvement and strategic adjustments.

  • Identify risks and challenges to the ongoing operations of the projects and provide advice to the Project Officer and implementing partners on mitigation strategies. 

  • Provide update to the Community Stabilization Project Officer on progress and, where relevant, additional needs in relation to the project implementation and follow up activities.

  • Assist in the effective implementation of the overall Community stabilization activities and other livelihood program activities in order to ensure the delivery of planned assistance to the beneficiaries within the timeframe.  

  • Conduct regular field visits and provide recommendations for effective and efficient implementation of the activities in several locations in Libya (Benghazi and flood affected areas, Tripoli and the Fezzan if requested by the supervisor). Travl to Tunis for training when requested.

  • Support livelihoods and early recovery  Officer in ensuring that synergies are built with active programs in Libya in order to synchronize all the activities carried out under different service areas.

  • Explore cooperation and partnership with private sector to pull additional resources for the project and also facilitate the external referral mechanism.

  • Contribute to the design and implementation of innovative initiatives that are suitable to the local community's demands and preferences. Engage with community members to identify needs and preferences and tailor initiatives to maximize community impact and sustainability.

  • Coordinate and plan the collection of successful stories of the beneficiaries and share with PI unit. 

  • Perform other such duties as may be assigned.
