Result of Service

The ultimate outcome of the services will be the development of sector-specific gender mainstreaming guidelines for National Systems of Innovation. These guidelines will be disseminated to implementing partners to ensure that gender considerations are integrated into both project planning and implementation processes. The guidelines will enable the Climate Technology Centre and Network to measure progress toward gender equality outcomes. It will anchor accountability for gender equality outcomes in its operations involving climate technology transfer.

Duties and Responsibilities

The CTCN is the implementation arm of the UNFCCC Technology Mechanism. It is hosted by UNEP. The mission of the Climate Technology Centre and Network (CTCN) is to stimulate technology cooperation and to enhance the development and transfer of technologies to developing countries. The CTCN assists developing country Parties at their request, building or strengthening their capacity to prepare and implement technology projects that span the technology transfer continuum considering gender. The CTCN supports public and private sector action on mitigation and adaptation, enhancing low emissions and climate-resilient development in a manner consistent with the capabilities and priorities of countries. The Climate Technology Centre and Network (CTCN) is committed to promoting gender equality in the realm of climate technology. Guided by its Gender Policy, CTCN's gender initiatives encompass technical assistance, capacity building, network engagement, knowledge sharing, and communication efforts. During the 23rd Advisory Board Meeting, the CTCN Secretariat presented its gender workplan, which emphasized the development of gender specifications for each system transformation area and key enablers for the CTCN’s 3rd programme of work (2023-2027). To advance these efforts, CTCN seeks a consultant to develop sector-specific gender mainstreaming guidelines, particularly focusing on the area of National Systems of Innovation. These guidelines will be shared with CTCN’s implementing partners to integrate gender considerations into the implementation of Technical Assistance projects. The consultant will deliver the following tasks: • Conduct a review of existing policies and frameworks related to gender mainstreaming in the context of National Systems of Innovation (NSI). • Analyze gender-specific challenges and opportunities within various sectors related to NSI. • Facilitate focus group discussions with the TA team, implementing partners, NDEs etc. to identify best practices and gaps in current practices. • Draft sector-specific gender mainstreaming guidelines tailored to the needs and dynamics of NSI. • Coordinate with CTCN and its partners to review and validate the draft guidelines. • Develop a training one-pager to accompany the guidelines. • Present the finalized guidelines and accompanying materials to CTCN and its partners.

Qualifications/special skills

A master’s degree in Gender studies, social sciences, public policy, environmental studies, or a related field. A Ph.D. in a relevant discipline is an asset. Knowledge and practical experience in gender analysis and mainstreaming, particularly in policy development and implementation is required Proven understanding of National Systems of Innovation and relevant sectors, such as science, technology, engineering, and innovation is required Experience in developing guidelines, policies, or frameworks, with a focus on integrating gender considerations

Languages

Excellent communication and writing skills in English are required. Knowledge of another UN Language is an asset.
