Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

Description of Responsibilities /Scope of Work

This consultancy should finalize the draft Regional Strategy on Environment and Climate Change for UN Women ECARO to provide a comprehensive, strategic approach to future programming and partnerships for the Regional Office.

This will include consolidating efforts and learnings from initiatives – including the past regional programme on Climate Change; the LSE Study and the initial mapping on ongoing in the region; ongoing joint programme proposals (IOM, UNFPA and UNDP); and drawing from the experiences of members of the Community of Practice on Climate Change.

This strategy provide the grounds to strategically position ECARO in developing the upcoming Strategic Note, 2026 – 2029, which – aligned with the HQ Strategic Plan – will have a key focus on Environment and Climate Change.

In addition to the above, the consultant may be requested to carry forth additional analysis on a need’s basis.

The consultant will report directly to the Regional Director and is expected to work closely with the Resource Mobilization Specialist.

This is a home-based consultancy with occasional office-base when requested.

Functional Competencies:

  • Excellent knowledge of Europe and Central Asia Region.

Required Qualifications

Education and Certification:

  • Master’s degree or equivalent in Social Sciences, Humanities, or other relevant field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 10 years of progressively responsible work experience in multilateral organizations.
  • Experience in development and humanitarian context is required.
  • Experience from Europe & Central Asia Region is required.
  • Excellent analytical skills with strong drive for results and capacity to work independently.

Languages:

  • Fluency in English is required.
