Result of Service

The consultant will support the implementation of the Kenya Urban Support Programme 2, by delivering the following results: 1. Enhanced partnerships and collaboration with Local and National Governments, UN, INGOs, NGO, civil society and refugee-led organizations during the project implementation. 2. Finalized reports for government, community and partner engagement, upon project implementation and completion.

Duties and Responsibilities

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. For close to forty years, UN- Habitat has been working in human settlements throughout the world, focusing on building a brighter future for villages, towns, and cities of all sizes. The Urban Practices Branch (UPB) is the tools and methodology production center of the UN-Habitat that develops normative guidance and cutting-edge tools through communities of urban practices and is the operational level responsible to undertake technical cooperation projects, such as the construction of water and sanitation facilities, shelter and other work Background UN Habitat has been approached by Government of Kenya and The World Bank to provide Technical Assistance for the Window for Host Communities and Refugees of the Second Kenya Urban Support Program (KUSP2) through a Service Contract. The Window for Host Communities and Refugees (WHR) has been developed under KUSP2 to strengthen the capacities of urban institutions in refugee hosting areas. At the national level, the project aims to strengthen policy and legislative frameworks related to refugees and urbanization, including supporting the implementation of the Refugees Act of 2021, and related policies and legislation. At the local level, the project’s main goal is to establish and strengthen urban institutions and improve access to infrastructure services in refugee and host community areas/ surrounding areas. The KUSP2 WHR framework, under the special municipalities in Kakuma (Turkana County) and Dadaab (Garissa County), can potentially become a platform for coordination of settlements planning and development interventions in these areas. The project will target both host and refugee communities as residents of the new municipalities, through working with the respective municipal boards. To deliver the required TA to KUSP2, UN Habitat will design activities that will contribute towards building overall institutional capacity for integrated planning and municipal management, delivery of services, refugee-host integration and strengthened policies on urban planning and development. Overall, the scope of technical assistance activities will fall within five areas of intervention, as follows: (a) Support to Integrated Development Planning through advisory or leading planning processes; (b) Capacity Assessments and Training for Skills Development; (c) Review and advisory on design and delivery of infrastructure projects; (d) Technical Advisory and Support to Institutional, Policy and Legislative Development; (e) Knowledge Management- Normative work production and dissemination. Reporting and Communication The consultant will report directly to the Chief Technical Advisor/Snr. Programme Management Officer within the Planning Finance and Economy section. He/she will interact with colleagues from other sections within UN-Habitat that support the programmes under the officers, and liaise with partners, government counterparts and other stakeholders outside UN-Habitat. Duties and Responsibilities Under the overall supervision of the Chief Technical Advisor/Snr. Programme Management Officer, the consultant will be responsible for the following duties: 1. Field Coordination for the project at the county and municipal level a. Provide liaison and coordination across county governments and municipal boards and various partners at both strategic, policy and technical levels to link humanitarian and development work to long-term urban development objectives in line with KUSP 2(WHR) b. Coordinate and report on all field activities scheduled by the project. 2. Technical support for the implementation of UIG and UDG activities of the counties/municipalities. a. Provide technical support to municipalities to mobilize stakeholders and to establish Municipal Level Cooperation Frameworks b. Support county governments and municipalities to undertake trainings on Private Sector Engagements. c. Technical support to counties to integrate refugee issues in the County Urban Institutional Development Plans with focus on refugee-host community integration, including aspects of social accountability and citizen engagement. 3. Technical support to institutional design and development of Inclusive Municipal Governance Systems including the establishment of Municipality Cooperation Frameworks and the Urban Fora. a. Provide technical support and capacity development training to strengthen the urban planning function in the counties and municipalities, including aspects of public-private sector relations, and stakeholder participation. b. Support the drafting of Practice Notes for Municipal Managers on municipal engagement with Residents Fora and the private sector c. Support municipalities in the facilitation of Residents Fora meetings and Participatory Planning workshops for annual IDePs. d. Conduct training for Residents Fora leadership on participatory municipal governance. e. Support the drafting of Guidance Notes on Residents Fora engagement with municipal administration, based on project lessons and social audits f. Develop thematic reference materials on enhancing local economic development and private sector development towards self-reliance. g. The consultant will be deployed as the Field Coordinator (FC)

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in town or urban planning, economics, civil engineering, urban development/governance, environmental sciences, geospatial or geomatics engineering, sustainable development, social sciences, community development or related area is required. A first- level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five (5) years of progressively responsible experience in providing strategic support to partnerships, project/programme management, and resource mobilization is required. 1 year or more of experience in data analytics or related areas is desirable. Experience working in hardship areas like Kakuma and Dadaab, particularly in the refugees’ camps and settlement is desirable. Experience in community-based development is desirable. Experience working with the Kenyan Government at the level of the County and National level is desirable Work experience within the United Nations System or similar organization is desirable Registration with a relevant professional association is required.

Languages

English and French are the working languages of the United Nations. For the consultancies advertised, fluency in English, both verbal and written, is required and knowledge of other UN languages is desirable. Basic knowledge of Kiswahili is an asset.
