Are you an experienced and qualified Monitoring, Evaluation, Accountability and Learning (MEAL) Officer? Tearfund Eurasia and North Africa has an exciting opportunity for a professional and qualified MEAL Officer to support our programmes in ENA.

The MEAL Officer will provide technical support in Monitoring, Evaluation, Accountability, and Learning (MEAL) across specific countries within the Eurasia and North Africa region.

Under the supervision of the regional DME Advisor, the role involves supporting country and projects-level MEAL activities, capacity strengthening of staff and partners, ensuring data quality, effective information management and accurate reporting, supporting evidence-based decision-making for projects and country strategies and promoting a culture of learning and continuous improvement.

We are looking for someone who has:

  • Educated to Degree level or equivalent level of knowledge.
  • Minimum of 5 years' experience in MEAL, preferably in a humanitarian or development context.
  • Strong knowledge of MEAL methodologies, tools, and approaches, including both quantitative and qualitative methods.
  • Experience in designing MEAL frameworks, logframes, and data collection tools.
  • Experience of designing & implementing remote monitoring systems.
  • Strong capacity-building and facilitation skills.
  • Familiarity with accountability standards and data protection principles.
  • Proficiency in data visualization tools (e.g., PowerBI, Excel, Tableau).

Skills/Abilities required:

  • Strong strategic thinking, relationship-building, and networking skills
  • Ability to analyse and interpret complex data (qualitative and quantitative)
  • Proficiency in digital data collection tools (e.g., mobile apps, KOBO, ODK)
  • Strong training, capacity-building, and facilitation skills
  • Ability to work independently, manage tasks, and work under pressure
  • Excellent written and spoken English and IT skills (Google programs, Word, Excel)
  • Cross-cultural communication sensitivity and excellent presentation skills

This position will be based in one of the following countries: Jordan, Iraq, Lebanon or Pakistan within ENA. Salary will be dependent on location.
